Description
On or about 15 August 2012, this office will issue the Invitation for Bid (IFB) for Repair of Fort Peck Plunge Pool at Fort Peck, Montana. The solicitation will close on or about 14 September 2012. This solicitation is UNRESTRICTED, but all other than small businesses (ie: large businesses) are required to submit a Subcontracting Plan with their proposal. **PLEASE NOTE THAT THE SITE VISIT HAS CHANGED TO THURSDAY, 23 AUGUST 2012.** A site visit and pre-bid conference has been scheduled for 23 August 2012. Contractors are strongly recommended to attend the site visit, although it is not mandatory to bid. Contractors are to meet at 1:00 pm outside the Fort Peck Administration Building. There will be a project site walk-through followed by a one (1) hour pre-bid conference. It is highly recommended that prospective bidders review the solicitation in preparation for the site visit. Any questions that arise during the walk-through or pre-bid conference may be addressed through the use of Bidder's Inquiry which will be available after the solicitation is posted. In order to facilitate a timely award please note the closing date of Bidder's Inquiry. All questions must be received by the closing date or they will not be addressed. The site visit sign in sheet will be posted via an amendment to the solicitation. Contractors planning to attend the site visit need to make reservations with Steve Hasner by email at Steven.E.Hasner@usace.army.mil. Please include the language "Fort Peck Plunge Pool - Site Visit" in the subject line of the email. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________ Project Description: The U.S. Army Corps of Engineers is seeking qualified firms to complete the following work: Fort Peck Dam on the Missouri River was subjected to severe flooding in 2011. This required operating its spillway for approximately 4 months with peak discharges more than double the previous maximum discharge since the project was constructed in 1938. The hole scoured at the downstream end of the spillway exposed much of the cutoff structure supporting the spillway chute. There is now less than 30 feet of embedment remaining of the original 70 feet. There is a valid concern that if the spillway cutoff structure is undermined. The purpose of this project is to improve the stability of the existing cutoff structure by filling a significant portion of the scour hole with Roller Compacted Concrete (RCC) and installing tieback anchors through the existing left cutoff wall. In addition, training walls will be used to facilitate placement of backfill to support the existing cutoff structure wing walls and to help divert erosive flow away from the critical locations near the intersection of the existing cutoff center wall and wing walls. Bid options will be provided to expand the 175 foot apron length to 250-feet and 350-feet. Other bid options will include: Widening the base of the training walls to facilitate future expansion; Deepening the cutoff wall; Constructing a reinforced concrete cap on the apron to increase longevity of the repair; and Repairing concrete surface damage (spalling and cracks) on the existing spillway chute. The estimated construction cost of this project is between $10,000,000 and $25,000,000. _______________________________________________________________________ The Contractor will be required to commence work within 10 calendars days after notice to proceed and complete the work no later than 810 calendar days after receipt of Notice to Proceed. This contract duration may be extended if and when the Government exercises bid options; additional information will be provided in the project specifications. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
