- Study ID Design Summary I3 Criteria Customized TA Plan Template Copy of I3 Contrast Tool Draft Performance Work Statement RFI and Vendor Communication Event CAPABILITY STATEMENT INSTRUCTIONS AND EVALUATION CRITERIA Evaluation of Investing in Innovation: FY 2012 Cohort The U.S. Department of Education (ED) is conducting market research. This RFI is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the marketplace and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this RFI may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The National Center for Education Evaluation, within ED's Institute of Education Sciences, anticipates the award of a hybrid contract to provide technical assistance on the design and conduct of rigorous evaluations to the independent local evaluators of the Investing in Innovation (i3) grantees (starting with the FY2012 cohort, possibly extending through the FY2016 cohort) as well as to assess the strength of and summarize the results of these evaluations. ED seeks information on the extent to which there are small business sources that possess all of the necessary qualifications (listed below) to complete this work. In response to this draft Performance Work Statement (subject to change); ED seeks capability statements from small businesses only. The qualifications of large businesses will not be evaluated as part of this RFI. The Department is interested in all small businesses to include 8(a), HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Small Disadvantaged Businesses, and Women Owned Small Businesses Capability Statement Instructions In response to the attached Draft Performance Work Statement (PWS), ED hereby solicits capability statements from eligible contractors. These statements shall be no longer than 4 pages (single-spaced, with a minimum of one-inch margins and 12 point font). Contractors should include up to five resumes in the appendix. Only resumes for key personnel that would work on the contract are to be included. Each resume should clearly document that individuals have the experience and expertise described below. Each resume should be no longer than 5 pages. The resumes will not be counted as part of the 4 page limit for the capability statement. The capability statement should describe the collective expertise and experience of key personnel, in each of the following areas: • Experience and skill in designing, managing, and conducting rigorous evaluations (randomized controlled trials) of education interventions. Interested contractors should provide evidence of key personnel's successful past experience designing, managing and conducting randomized controlled trials (RCTs) and quasi-experimental studies in education on the scale funded by i3. This should include the sophisticated and nuanced technical and practical knowledge gained from direct, "hands on" experience conducting RCTs in school settings (designing studies, managing site recruitment, data collection (including classroom observations), data analysis, and report writing). • Experience and skill in the use of analytic techniques, including meta-analysis, to summarize results across education evaluation studies clearly and accurately. Interested contractors should provide evidence of key personnel's successful past experience conducting data analysis that summarizes evaluation findings across studies, including meta-analysis and procedures for categorizing relevant features of interventions across PK-grade 12 education. • Experience and skill providing technical assistance on the technical and logistical elements of conducting rigorous evaluations of education interventions (including randomized controlled trials). Interested contractors should provide evidence of key personnel's successful past experience providing technical assistance to evaluators of varying technical expertise on the design and conduct of randomized controlled trials and quasi-experimental studies. Interested contractors should also provide evidence of key personnel's successful past experience providing technical assistance to evaluators on the measurement of fidelity of intervention implementation. • Substantive knowledge of programs, practices, and strategies, as well as measurement, in the wide range of education content and reform areas (preschool through grade 12) covered by the i3 program. Interested contractors should provide evidence of key personnel's content knowledge regarding the wide-variety of education content and reform areas pre-K through grade 12 covered by the i3 program. Contractors should demonstrate that key personnel have the substantive knowledge to develop data collection forms, select data collection instruments, and recommend policy-relevant analyses. In addition, the capability statement should address the following experience and capacity at the corporate level: • Experience conducting projects similar in nature to that described in the Draft PWS. Interested contractors should provide evidence of successful corporate experience with past projects that are similar to that described in the Draft PWS in terms of the specific tasks to be performed and the level of effort required. • Sufficient capacity in terms of numbers of highly skilled staff. Interested contractors should provide evidence that they have a sufficient number of highly skilled staff (see the criteria listed above) to: provide technical assistance to at least 30 grantees' local evaluators and possibly over 150 simultaneously; to analyze and report summary findings on this number of evaluations; to create a firewall to maintain independence between staff providing technical assistance and staff conducting cross-site analysis and reporting of findings; and to create a firewall between any staff who are acting as an i3 independent evaluator and the staff providing technical assistance and staff conducting the cross-site analysis and reporting. Interested small business parties are asked when submitting the Capability Statements to include the following information: 1) Company Name and Mailing Address and 2) Point of Contact (name, title, e-mail address, and telephone number). The deadline for submitting capability statements is August 27, 2012 by 12:00 noon EST via e-mail to the following: Natasha.Boyce@ed.gov Note: The Government will not pay for the provision of any information nor will it compensate any respondents for providing this information. This notice is NOT A REQUEST FOR PROPOSAL and in no way obligates the Government to award any contract. ED will not be responsible for any costs incurred in responding to this announcement. The U.S. Department of Education (the Department) is also hosting a Pre-solicitation Conference that is open to all responsible offerors as part of the Department's Vendor Communication plan. The Pre-solicitation Conference will be held as follows: Date: August 30, 2012 Time: 10:00 a.m. to 11:00 a.m. Eastern Time Location Capital Place Building 80 F Street, NW, Washington, DC 20208 The conference will be held in the Large Board Room on the first floor. Registration is required for the event. Questions and comments must be provided in writing. There will be a time for questions and answers at the conference. Questions asked in writing by August 24, 2012 will be answered at the conference; questions asked at the conference will be answered in an addendum to the solicitation. Responses to all questions will be posted in an amendment to the solicitation. In addition, the Department will also post a summary of what was said at the conference. Each contractor is required to email a list of attendees from their company by August 24, 2012 to Pamela Bone, Contracting Officer, at Pamela.Bone@ed.gov. This list will be used for Pre-Solicitation Conference attendees to gain entry at the security desk of the building. Contractors should bring state or federal issued identification.
