THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE PROCUREMENT. The Department of Veterans Affairs (VA) VISN 1 Consolidated Contracting Activity intends to issue a Request for Proposal to award a single firm fixed price contract to provide all labor, materials, equipment, transportation and supervision necessary for Water Well Drilling and Pumping System work as described in the solicitation specifications and drawings. This project will be located at VAMC Togus, 1 VA Center, Augusta, ME 04330. The RFQ solicitation with all pertinent documents will be published to the eCMS VENDOR PORTAL in or about 15 calendar days from the posting of this notice. All respondents must be registered in the Vendor Portal to receive the RFQ solicitation and all pertinent documents. A guide has been attached to assist you in registering with the Vendor Portal. All respondents must also be verified by the VA's Center for Veterans Enterprise (CVE) at the time of submission of offer and at time of award located at (http://vetbiz.gov). Vendors must also complete the online representations and certifications at (http://orca.bpn.gov). Amendments to the solicitation will also be posted on Vendor Portal and all parties must obtain copies of the amendments thru this site. Hard copies of any documents will not be mailed. All questions must be submitted in writing to the Vendor Portal. No telephone requests will be accepted. A pre-proposal/site visit is scheduled for August 24, 2012 at 1:00PM in Engineering at the Togus VAMC, 1 VA Center, Augusta, ME 04330. The date for receipt of offers will be announced in the solicitation documents. Electronic proposals will only be accepted. The applicable NAICS code is 238990 with a size standard of $14.0 million. Construction Cost range is between: $25,000 to $100,000
