Description
This Sources Sought is modified to indicate the correct size standard of 14.0 million for NAICS 541690 “ Other Scientific and Technical Consulting Services. All other information remains the same. Exotic Pest Plant Species Eradication at Various Locations in California, Nevada and Arizona. This is a Sources Sought (SS) announcement. PURPOSE: (1) Seek potentially qualified small business sources, with indication of business size classification, including: 8(a) HubZone Small Business Service-Disabled Veteran Small Business Small Business Small Disadvantaged Business Women-Owned Small Business Veteran-Owned Small Business Note: Small business size standard earnings ceiling is 14.0 million gross annual income (averaged over the past 3 year period). (2) Determine if the contractor is submitting as any of the following: Other joint venture relationship Team- with the prime and subcontractors 8(a) mentor ProtĂ©gĂ© joint venture The Government will use responses to this Sources Sought Synopsis to make appropriate acquisition decisions. If, after review of the responses to this sources sought synopsis, the Government still plans to proceed with the acquisition, a Pre-Solicitation Announcement will be published to the Navy Electronic Commerce On-line (NECO) system, and Federal Business Opportunities (FedBizOpps). This is NOT a solicitation announcement for proposals and NO contract will be awarded directly from this Sources Sought announcement. NO reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. NO telephone calls requesting a bid package for solicitation will be accepted because there is NO bid package solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the Technical Point of Contact (POC) will NOT be given and NO appointments for presentations will be made. SYNOPSIS: Required NAICS business experience classification code: 541690 “ Other Scientific and Technical Consulting Services Naval Facilities Engineering Command, Southwest is seeking sources with current relevant qualifications, experience, personnel, and capability to provide, under contract, all management, labor, incidental engineering, travel, transportation, equipment, material, and supervision necessary in performing landscaping services. Work may include, but is not limited to: Focus on control of weeds listed in the California Invasive Plant Council (Cal-IPC) Invasive Plant Inventory (see http://www.cal-ipc.org), but may include any exotic pest species which threaten native habitats or training areas. Other work may include erosion control, developing Weed Management Plans, re-seeding with native plants, biological monitoring, biomass removal or chipping on-site, vegetation monitoring, seed collection, or plant surveys. Work will often require that impacts to threatened and endangered species and habitats be minimized. Proper identification of non-native and native plant species is imperative. The work will generally be done in wildland areas with difficult access or rugged terrain. Some of the work sites can be accessed only by 4 wheel drive or all terrain vehicles; other areas may be accessible only by foot. Work will be performed in a variety of ecosystems, ranging from coastal sage scrub to desert. An ability to interpret and generate Geographic Information Systems (GIS) data is essential. Performance will be at various federal government sites with projects occurring simultaneously at multiple sites. Work locations include federal government sites in California, Nevada, and Arizona. Work will be accomplished under Task Orders written against an Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his/her properly authorized representative, who will issue written Task Orders to the Contractor. Award of Task Orders will be on a firm fixed-price basis. The proposed contract will be for a base period of 12 months, and four 12 month option periods. The estimated value is approximately $20 million. The contractor (including subcontractors) MUST be able to demonstrate knowledge AND experience in ALL of the above cited services AND have the ability to obtain appropriate security clearances to access military sites/property/installations. SUBMISSION REQUIREMENTS: Responses will not exceed thirteen (13) pages and will be prepared using Times New Roman font in 11 point. Two sided pages will count as two pages. Provide copies of any and all Small Business certifications including, those issued by the Small Business Association (SBA) and those which are derived from self-reported information submitted through the System for Award Management (SAM) portal. Small Business categories include: 8(a), HubZone Small Business, Service-Disabled Veteran Small Business, Small Business, Small Disadvantaged Business, Women-Owned Small Business, and Veteran-Owned Small Business. Copies of SBA Certifications will NOT be counted in the thirteen (13)-page limit. 1.Provide a one (1) page cover sheet that MUST include: Contractor name, address, primary phone number Contractor ™s status and size of the business relative to NAICS code 541690 Two Points of Contact with telephone numbers and e-mail addresses Short description of the contractor ™s history including years in business, number of employees, and main disciplines of the contractor Statement of past and current ability to meet all security clearance(s) requirements for access to military sites/property/installations 2.Provide up to two (2) pages listing key employees of both the contractor and all subcontractors, and their experience relative to the services described above. 3.Provide up to ten (10) pages listing past and current projects that show the contractor ™s ability to perform the services described above. Use the attached matrix and complete one sheet for each project. Ensure that all fields are completed in as much detail as possible. When determining which projects to include, participants should give greater consideration to the following: Projects valued at $25,000.00 to $500,000.00 that are similar to this requirement in scope and complexity Projects for services similar to those listed in this requirement that were performed in California, Nevada, and Arizona Provide full Point of Contact Reference information on as many projects as possible. This should be someone who has knowledge of the work that was performed.
