- NASA is one of the largest consumer of liquid hydrogen in the United States, and uses approximately 5 million pounds of liquid hydrogen per year at the following facilities: Stennis Space Center (SSC), Marshall Space Flight Center (MSFC), Kennedy Space Center (KSC), Cape Canaveral Air Force Station (CCAFS), White Sands Test Facility (WSTF), Glenn Research Center (GRC) and Pratt & Whitney located in West Palm Beach Florida. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Kennedy Space Center, the procuring Center for the Agencys propellant requirements, contemplates the release of a single solicitation for the continued supply of commercial liquid hydrogen, conforming to MIL-PRF-27201, to the above locations for a performance period of two years. The NAICS Code and Size Standard is for Industrial Gas Manufacturing is 325120 and the applicable size standard is 1,000 employees. The anticipated release date of RFP NNK12444622R is on or about September 4, 2012, with an anticipated proposal due date of on or about October 4, 2012. All responsible sources may submit a proposal which shall be considered by the agency. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual and technical questions related to this notice must be submitted in writing to Steven B. Peterson via e-mail at steven.b.peterson@nasa.gov not later than August 24, 2012. Telephone questions will not be accepted. FAR 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
