- Contractor Questions HSTS01-12-R-RES402 Amendment 00001 *AMENDMENT A00001 to SOLICITATION HSTS01-12-R-RES402: RFP HSTS01-12-R-RES402 has hereby been amended to distribute publically the responses to all of the contractor questions submitted regarding solicitation HSTS01-12-R-RES402. Please refer to the attached "Contractor Questions HSTS01-12-R-RES402" document for the contractor questions submitted regarding solicitation HSTS01-12-R-RES402. Also, in Volume II of their proposal responses, Offerors shall confirm compliance with the attached "Contractor Questions HSTS01-12-R-RES402" document by including a signed copy of the attached Amendment of Solicitation/Modification of Contract document. *SOLICITATION NOTICE: REQUEST FOR PROPOSAL (RFQ): In accordance with the below Pre-Solicitation Notice, TSA is hereby issuing solicitation HSTS01-12-R-RES402 for Janitorial Services for Transportation Security Administration at John Wayne Airport (SNA). Per "SECTION IV - SOLICITATION PROVISIONS, 5.0 Mandatory Site Visit" of the attached RFP HSTST01-12-R-RES402, offerors must attend and participate in a MANDATORY site visit that will be held on Thursday August 9, 2012 from 9:00 a.m. to Noon (local, pacific standard time) at the John Wayne (SNA) Airport, "Airport Administrative Offices" at the arrival level in Terminal A, also known as the North Terminal. Coordination shall take place between the offeror and the TSA staff at SNA; please email Jack Ferry at Jack.Ferry@dhs.gov with a copy to Will Reese at Will.Reese@tsa.dhs.gov to confirm your attendance no later than Noon on Monday, August 6,2012. If you need additional information regarding the site visit logistics please contact Jack Ferry on his Blackberry at 949-233-1020. No technical or contractual questions will be answered nor will any additional instruction outside the Statement of Work be provided on the site visit. Per "SECTION IV - SOLICITATION PROVISIONS, 8.0 Questions or Clarifications" of the attached RFP, should the offeror have questions of either nature please direct them to Will Reese, Contract Specialist, TSA HQ Office of Acquisition email: Will.Reese@tsa.dhs.gov no later than 7:00 am Eastern Standard Time (Washington, DC) on Monday, August 13, 2012. Questions received after this date and time will not be addressed. Answers to all questions submitted will be provided altogether as an amendment to this solicitation as soon as possible after the time and date listed above. The subject of the email should contain the vendors name and the following number: HSTS01-12-R-RES402 -QUESTIONS Per "SECTION IV - SOLICITATION PROVISIONS, 6.0 Proposal Submission Instructions" of the attached RFP, offerors are cautioned to submit their proposal in either PDF or MS Word Format. Email responses must be received no later than Noon on Monday, August 20, 2012 Eastern Standard Time (Washington DC). It is the responsibility of the offeror to confirm Government's receipt of the proposal. The Government will not be responsible for any proposal cost or other pre¬-contract costs of any kind. The subject of the email should contain the vendors name and the solicitation number: HSTS01-12-R-RES402. The offeror is required to submit their proposal via email to the Contract Specialist at Will.Reese@tsa.dhs.gov. Facsimile and hardcopy submittals will not be accepted. * PRE-SOLICITATION NOTICE: The Transportation Security Administration (TSA) will solicit proposals from Women Owned Small Businesses (WOSB) to perform "Janitorial Services for the TSA at John Wayne Airport (SNA), 18601 Airport Way, Santa Ana, CA 92707. The contractor will provide janitorial maintenance services, seven (7) days a week for approximately 30,254 square feet of TSA-occupied space. The secure and non-secure service areas include: TSA occupied checkpoints, baggage screening areas, and the transportation security officer (TSO) break rooms and locker rooms. Contractor employees will be required to meet all TSA and airport security screening requirements which includes passing criminal history, background, and fingerprint checks. Pursuant to FAR 19.501, this acquisition is a Women Owned Small Businesses (WOSB) set-aside and will be conducted in accordance with FAR Part 12 and Part 15. The North American Industry Classification System (NAICS) code for this acquisition is 561720 and the small business size standard for this NAICS code is $16.5 million dollars in annual receipts. All responsible sources considered a Women Owned Small Business under this NAICS code are eligible to respond to this solicitation. The Transportation Security Administration intends to award a firm fixed price contract with one (1) base year and four (4) one-year option periods, as well as a possible extension of performance not to exceed six months, on a competitive basis to one responsive and responsible Offeror. The Offerors shall be considered responsible as defined within the meaning of FAR 9.104-1. It is anticipated that the RFP will be issued on or after July 26, 2012 via modification and uploaded to this Pre-Solicitation Notice. The anticipated award date is on or before September 12, 2012. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments, will only be available on the Federal Business Opportunities website www.fbo.gov. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition.
