- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (Number FA8307-12-Q-1129) is being issued under the Simplified Acquisition Procedures (SAP), Part 13. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-60, DPN 20120724 and AFAC 2012-0330. This requirement is a 100% small business set-aside. The associated North American Industrial Classification Standard (NAICS) Code is 334119, Other Computer Peripheral Equipment Manufacturing, which has a small business size standard of 1000 employees. The Air Force Life Cycle Management Center, Cryptologic Systems Contracting Division (AFLCMC/HNCKS) at Lackland AFB, TX, intends to award a Firm Fixed Price Purchase Order for SecuGen ID-USB SC/PIV fingerprint readers. This requirement will be accomplished using other than full and open competition procedures for commercial items. A brand name justification has been submitted and approved for this requirement. The following items are requested: CLIN 0001: SecuGen ID-USB SEC/PIV fingerprint reader QUANTITY: 530 Each SHIPPING ADDRESS: AFLCMC/HNCA 230 Hall Blvd, Bldg 2028, Ste 158 San Antonio, TX 78243-7056 DELIVERY SCHEDULE: 30 Days after receipt of order (FOB Destination), shipping must be identified as part of your quote The right to make no award is reserved in the event it is advantageous for the government to do so. The following provisions and clauses are applicable to this acquisition: FAR Clause 52.212-1 Instructions to Offerors - Commercial Items (Feb 2012) FAR Clause 52.212-2 Evaluation - Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following technical factor shall be used to evaluate offers: lowest price deemed technically acceptable. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete paragraphs (c) through (o) of this provision and provide a copy of their representations and certifications with their quote.
