Combined Synopsis/Solicitation This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation L11PS00734 is issued as a Request for Quotation (RFQ) with an issue date of August 1, 2012, and a closing date of August 22, 2012. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-38. This is a Total Small Business Set-Aside under NAICS 541360 with a small business standard of $14.0 and an associated product service code of R702. The Bureau of Land Management (BLM), Taos Field Office is soliciting for quotations on a competitive basis from qualified organizations to enter into a fixed price contract to verify on the ground existing roads and trails, hereafter referred to as "route(s)" or "linear pathways," within the Taos Field Office (TAFO); and to create a database and GIS layer of these routes. The requirement must be in accordance with Statement of Work and GIS Contract Guidelines for GIS Data and Services and Route Data Dictionary which can be found at http://www.fedconnect.net - Reference Solicitation L12PS00734. The provision 52.212-2, Evaluation-Commercial Items, applies with the following additional information as to evaluation factors (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers and are listed in their descending order of precedence. (1) Technical Capability (2) Past Performance (3) Price The following clauses are applicable under this synopsis/solicitation: 52.212.1, 52.212.2, 52.212-3, 52.212-4, 52.212.5.
