Description
This Sources Sought is for planning purposes only and is a market research tool to determine availability and adequacy of potential business sources. The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers. The MICC-ICO Fort Wainwright on behalf of the DOL Maintenance Facility is seeking potential sources interested in proposing prices for a Blanket Purchase Agreement (BPA). The Government anticipates executing multiple BPA's with qualified vendors in the Anchorage, Alaska area and the Fairbanks, Alaska area. Contractor facility must be located within a 25 mile radius of Fort Wainwright, AK and within a 25 mile radius of Joint Base Elmendorf-Richardson (JBER). Vehicles will not be transported beyond a 25 mile radius. The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items necessary to perform the installation of Government Furnished Property identified in Technical Exhibits (TE) 1 thru 6 of this PWS on an "as needed" basis. These Call Orders will be competed amongst the Blanket Purchase Agreement potential awardees. We are proposing a Five-Year Blanket Purchase Agreement (BPA), one base year and four (4) one-year option years. Contractor will be required to be registered in the System for Award Management (SAM), Online Representations and Certifications Applications (ORCA) and Wide Area Work Flow (WAWF). (Contractor Manpower Reporting) The Contractor will be required to report all contractor manpower (including subcontractor manpower) required for performance of this contract using the format provided at the following web address: https://cmra.army.mil. In addition to searching the market for qualified vendors, the results of the sources sought will be used to determine if any Small Business Set-Aside opportunities exist using NAICS Code 811118 with a small business size standard of $7 million. All Small Business Set-Aside categories will be considered. The Government requests that all interested companies, Large and Small, submit their capabilities statement. Businesses responding to this Sources Sought Notice must provide a Statement of Capabilities that is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the defined work addressing the following: 1. Demonstrate the skills, experience, knowledge, and capabilities necessary to perform the support services for the requirements specified within the Draft Performance Work Statement (PWS) attached to this announcement. Statements should address the specific requirements of the PWS and identify the firms' specific skills, experience, knowledge, and capabilities to complete these requirements, including, but not limited to a description of relevant experience with similar projects. 2.
