Description
Statement of Work for the NIOSH project entitled 'Data Compilation, analysis, and mapping support for EPPR- Preventing Morbidity and Mortality among Arctic Oil Spill Response Workers' NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), intends to award a sole source firm fixed price purchase order to the University of Alaska Anchorage to assist NIOSH with the data obtained for the purpose of preparing a supplement to the "Field Guide for Oil Spill Response in Arctic Waters". The data must be compiled, organized, and analyzed; and certain outcome variables must be identified and mapped. The contractor must have recognized expertise in studying economic, demographic, environmental, energy, natural resources, education, and health issues. They must have experience in studying issues that affect other parts of the Arctic and other regions with similar concerns-such as remoteness, indigenous populations, environment and climate change, and reliance on natural resources. The contractor must have knowledge and ability to interact with the participants in the Emergency Prevention, Preparedness, and Response (EPPR) Working Group of the Arctic Council. Additional information about this effort is found in the attached Statement of Work. This procurement is for services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c) (1) or FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Award will be made using Simplified Acquisition Procedures found in FAR Part 13. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, (formerly known as Central Contractor Registry (CCR) at www.ccr.gov), prior to an award of a federal contract. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
