Attachment 2 - Wage Determination Attachment 1 - Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA46640223A015 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, Effective 18 April 2012 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20120615. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being issued as a 100% small business set aside acquisition. The North American Industrial Classification System (NAICS) Code is 811213 with a small business size standard of $7,000,000. The government intends to issue a firm fixed price purchase order. The contractor shall provide non-personal services to include all personnel, equipment, tools, materials, supervision, and other items necessary to relocate information transfer node Cisco Catalyst 6509 equipment rack and its associate cabling, equipment, along with the Tele-comm cables and associated terminals within the main communication room in the basement of building 470, room 009 at March ARB, California in accordance with the Performance Work Statement (PWS); which is attached to this RFQ and shall become a part of the resulting contract award. Submitted quote must be complete, self-sufficient, take no exception to the PWS, and respond directly to the requirements of this RFQ. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. The Government will evaluate submitted quote utilizing the Lowest-Price-Technically-Acceptable (LPTA) selection process. The following factors will be used to evaluate the proposals: (1) Technical Acceptability, and (2) Price. Technical acceptability shall be evaluated as acceptable or not acceptable. In order to be rated acceptable contractors must provide technical information which demonstrate that they have a minimum of two years experience performing similar work and that their personnel have a minimum of two years experience installing network equipment and building cabling. Price evaluation shall be based on the lowest reasonable, balanced, and overall evaluated price. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes as each offeror's quoted price will be evaluated for reasonableness. Evaluation of proposals may be made without discussions with the offerror(s). The Government will award a contract to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the government according to FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Site walk participants are to meet in the parking lot of building 2340 on March ARB no later than 0900 on 22 August 2012. It is recommended that you arrive early as there can be a delay at the visitor control center. PLEASE NOTE: Individuals attending the site walk must present their drivers license, vehicle registration and proof of insurance at the visitor control center in order to be allowed on March ARB.
