- STATEMENT OF WORK Wage Determination 2005 - 2115 Rev 12 SF 1449 COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/ solicitation for commercial services prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice and in accordance with Simplified Acquisition Procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The US Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) will award a single firm-fixed price purchase order. Solicitation number HSFLGL-12-Q-00272 is being issued as a Request for Quotation (RFQ). This solicitation is being issued as a set-aside for 100 % Total Small Businesses. The North American Industry Classification Systems (NAICS) code for this requirement is 811490 with a size standard: 1,000. MAINTENANCE REPAIR AND HAULOUT SERVICE OF TRAINING VESSEL The US Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) intends to acquire contractor service for maintenance repair and haulout of Luhrs 400 FLETC Training Vessel Capt. Lacey 382201 in accordance with Statement of Work (SOW). STATEMENT OF WORK (SOW) I. EQUIPMENT Description of Vessel Federal Law Enforcement Training Center, Training Vessel "382201" MAKE/MODEL-Luhrs 400 HULL MATERIAL -Fiberglass Reinforced Plastic (FRP) LOA 37'8" BEAM 14'9" DEPTH 7'8" DRAFT 3'7" TONNAGE 29 gross 23 net BERTHING 4 persons PROPULSION SYSTEM Twin Caterpillar 3126 II. DESCRIPTION OF WORK 1. Haul, block, power wash hull, upon completion of work re-launch 2. Inspect thru hull fittings, sea chests, and operation of sea cocks and service as needed - ADVISE 3. Prep underwater hull and repaint with Ultima Pro Black ablative bottom paint 4. Remove old and replace head macerator pump. FLETC provides MP. 5. Replace packing on both prop shafts. 6. Inspect & Replace P&S hull and strut cutlass bearings. 7. Replace rudder, shaft, and strut zincs 8. Inspect P&S shaft alignments. Realign as necessary. Provide before and after shaft run out readings and face coupling readings. - ADVISE 9. Repair Glendinning Engine Synchronizer. Reroute engine room cables or unit for clear access between engines. 10. Check alternator output on starboard main engine ADVISE 11. Repair wiring malfunction for windlass. Unit will lower but not lift. 12. Remove dead unused wiring runs in boat, i.e. carbon dioxide system in salon. - ADVISE 13. Remove old and Install new auto pilot. FLETC to provide unit. 14. Replace gaskets on main engine oil pans. 15. Preventative maintenance of engines de-rust, prime, repaint with manufacturer colors. 16. Clean engine room bilge and aft steering bilge spaces, properly prep spaces and paint. 17. Remove and replace gasket seals on engine room hatch and steering compartment hatch. 18. Install carpet in main salon with Luhrs carpeting. 19. Re-bed screws in overhead sky light hatches. 20. Re-secure wiring harness to engine room overhead. 21. Console wiring: shorten bundle of excess harness wiring, identify and replace switches with like and clean protect wiring connectors. 22. Provide and install swim platform 23. Fish door lift rail port aft - rebuild or replace with manufacturers replacement unit. (State which option is selected) 24. Minor Fiberglass repair to hull including engine room hull vent openings. - ADVISE 25. Buff hull, detail, and wax hull from sheer to waterline 26. Provide and install - Fully enclosed main deck cockpit with Isinglass dodgers and curtains; use quality & marine grade hardware, zippers, and attachments III. REQUIREMENTS The contractor selected will provide a secure yard; fenced with limited access with additional passive measures of security. While the Capt. Lacey is sitting at the dock; dock facilities must have ample cleats, walk areas, and electrical shore tie. Contractor must be an established boatyard, with an established history of professional and reliable service, staffed with skilled craftsmen and provide a full-service yard complete with travel lifts, dust-free, filtered paint booth and mechanical workshops. All practices, repairs, and parts must comply with ABYC standards. The boatyard will comply with Federal and State Environmental Standards. Items listed as inspect which lead to additional repair and costs will be determined early in the work process and reported to the FLETC Contracting Officer for determination. Items must be approved prior to initiating maintenance. Limit the traveling distance to 80 miles from the FLETC to the approved boatyard. MTB personnel will have a requirement to be present at the boat yard during different aspects of the haul out period. Inspection of all work must be performed by FLETC MTB personnel prior to launching. The boat must sit in the water for 24 hours for hull integrity test and inspection of all thru hull fittings for leaks. Shaft packing glands must weep at an acceptable rate and capable of being adjusted. The dates of the haul out and refloating need to coincide with the FLETC training obligations. Provide number of days to accomplish description of work. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-6, 52.222-3, 52.222-26, 52.222-36, 52.232-33, 52.222-41. The full text of the referenced FAR clauses may be accessed electronically at http://www.acqnet.gov/far. FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offers will be evaluated using simplified acquisition procedures in FAR 13 representing best value to the Government.
