- DESCRIPTION OF SERVICES. This Performance Work Statement (PWS) provides the need for its primary focus of Advisory and Assistance Services (A&AS) for the Coast Guard Academy and its Electrical Engineering (EE) major. The United States Coast Guard Academy (USCGA) meets the needs of the Coast Guard by graduating leaders of character who can function as technically competent engineering professionals. Cadets in this program become critical thinkers who can use computer resources and analytical methods to solve real world technical problems of the 21st century. A major component of the EE program is the year-long senior design experience, which allows cadets to apply fundamental principles of systems and computer engineering in a laboratory setting. Senior projects, where students work one-on-one with faculty and outside sponsors, teach principles of teamwork and leadership, and form the cornerstone of the EE program. REQUIREMENTS. This PWS defines having a recognized senior technical expert (i.e. someone who has specific core expertise, a Ph.D. in Electrical Engineering or closely related discipline, and experience in working with faculty and students) to work closely with our faculty and cadets, which would provide significant margin of excellence to our EE faculty/cadet research initiatives. The Contractor shall have a minimum of 5 years experience in teaching and working with faculty and students in an ABET accredited undergraduate EE program, a minimum of five years experience in advising undergraduate or graduate student research. It is our vision that this person would spend 1/2 day per week on site at USCGA, working closely with our faculty and cadets. The Contractor may be required to analyze position papers, plans, or briefings, or may be required to evaluate technical issues on short notice. In rendering the foregoing services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and/or services to complement the USCGA technical expertise in accomplishing its mission.
