Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract by Regional Contracting Center Americas to Time Warner Cable San Antonio, L.P. Cage Code: 1M0Q4, by authority implemented by FAR 13.106(b)(1) Only One Source Reasonably Available. This procurement is contemplated to be a Firm Fixed Price contract in order to provide cable television programming, Spanish programming, maintenance support, and service calls for US Army South in Building 1000, Fort Sam Houston, TX, 78234. This procurement is for one (1) year starting 1 September 2012 thru 31 August 2013 with four (4) option years. The North American Industry Classification System (NAICS) code is and the size standard is $14,000,000.00. As a sole-source solicitation, the business set-aside is NA. The US Army South has a requirement to maintain situational awareness of its area of interest by continuously monitoring ongoing news coverage with some directorates requiring monitoring 24 hours a day. The information gleaned from this continuous open-source intelligence gathering is critical to the US Army South mission and a break in service would degrade its mission capability. Currently, the command uses Time Warner Cable service and equipment to distribute television broadcast throughout the organization. The service is located within all directorates, conference rooms, gyms, and is widely distributed through multicast that reaches virtually all business class computer systems in building 1000 and 1001. Mission dictates that certain Spanish channels also be used to monitor essential regions of the world that Army South supports. These South American channels are brought in through specific cable boxes that are applied to a delete/insertion system that allows Army South to distribute the channels though an analog cable system. Other vendors that provided a solution to the ARSOUTH requirements used different technology (requires setting up multiple multiplexers, converters, and requires several rack space units for installation) that required a much larger footprint that the US Army South could not provide space for and had the inherent problem of interruptions of service occasionally when weather is bad. The requirement for news sources within the area of interest is ongoing and the mission requires no break in service. If a new vendor is selected, it is estimated that up to a thirty day break in service could occur due to system installation and reconfiguration. If time Warner Cable San Antonio L.P. is not used, US Army South's mission and ability to continuously gather open-source intelligence will be degraded. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government.
