- THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) contemplate award of a Firm Fixed Price Sole Source Purchase Order to Nielsen Government & Public Sector, LLC. The work shall be performed at the Contractor's facility. The Period of Performance shall be for 12 months. The North American Industrial Classification Standards (NAICS) Code is 541910 and Standard Business Size of $14M. The sole source award will be conducted in accordance with FAR Part 13.106-1(b) only one responsible source and no other supplies or services will satisfy agency requirement. Well-designed, hard-hitting counter-marketing of sufficient reach, duration and frequency can increase awareness, promote favorable attitudes toward tobacco control, and influence behavior. Gross rating points (GRPs) are a measure of the total intensity of a general audience media campaign. Targeted campaigns can be assessed by tracking targeted rating points (TRPs), which measure the percent of the targeted population that is exposed to a media campaign. CDC's Best Practices for Comprehensive Tobacco Control Programs, 2007 media funding recommendations translate into approximately 800 youth TRPs (80% of the audience reached with 10 exposures each) and 1200 general audience GRPs (80% of the audience reached with 15 exposures each) per quarter. In order to provide valid estimates of media campaign exposure for each state, as part of reporting for CDC's Tobacco Control State Highlights, CDC will purchase from Nielsen Media Research all 2012 television ratings data for tobacco-related television advertising sponsored by state health departments, tobacco control programs, or related not-for-profit foundations, as well as anti-tobacco advertising sponsored by the American Legacy Foundation. CDC will renew the licensing agreement with Nielsen for access to the proprietary data. Nielsen will provide these data for all Full Disclosure Markets (FDMs). In addition, Nielsen will license these ratings through Kantar Media to the University of Illinois at Chicago, Institute for Health Research and Policy (UICIHRP). Finally, we will purchase ratings for selected Automated Discovery Markets (ADMs), which will be validated for comparability with ratings for smoking-related advertising in the FDMs. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 2:00 PM Eastern Standard Time, by August 30, 2012. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
