Description
The United States Army Medical Research Acquisition Activity in support of the US Army Garrison has a requirement to inspect and repair a culvert at the Forest Glen Annex in Silver Spring, MD. The project includes but is not limited to the following tasks and incidental related work: 1.Camera Inspection: Provide video camera inspection of: a.Two (2) 36"x68" oval storm sewer pipes and branches back to the beginning inlets. Approximate length of pipe is 3000 feet. b.Associated manholes and inlets. Quantity unknown. 1.1Submittals include: a.Video pipe inspection company with five (5) years of experience - Government approval required. b.Information detailing type of equipment used, procedures and execution of work. c.DVD of the inspection along entire length of pipe (2 copies), d.Written report detailing findings and observations, including, potential problems and their severity, exact location and depth of problems, length of pipe repair, locations and condition of manholes, hydraulic calculations, conclusions, and recommendations of repair (2 copies), e.Data collected shall be input into an existing AutoCad site drawing. Data shall be accurately located in AutoCad and include x, y, and z coordinates for 3D viewing. 2.New Work: a.Headwall Cracks: Repair headwall cracks using readily available cementitious filler material. Clean and prepare the cracks using the repair material manufacturer's instructions to ensure sufficient bond is achieved. Provide a minimum 28-day compressive strength of 6,000 psi and a minimum 28-day bond strength of 1,700 psi. The filler material shall be appropriate for exterior applications exposed to weather and moisture, including freeze/thaw resistance. The filler material will require properties allowing vertical surface adhesion. Install the filler material per the manufacturer's instructions. This requirement is a 100% Small Business set aside for offerors operating under the NAICS code 237310, with a size standard of $33.5 million. Small business status will be verified via the Small Business Administration. Proposals received from concerns that do not qualify as a small business shall be considered nonresponsive and shall be rejected. However, before rejecting a proposal otherwise eligible for award because of questions concerning the small business representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-12-R-0100 is anticipated for release to the vendor community on or about 15 August 2012 and proposals will be due on or about 31 August 2012. The magnitude of this requirement is below $25,000. A site visit will be held; the date and time of the site visit will be stated in the solicitation. No hard copies of the solicitation will be issued by the contracting office. The competitive solicitation, solicitation amendments, and all questions and answers related to this procurement shall be made available via the Internet at https://acquisition.army.mil or https://www.fbo.gov. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at http://www.sam.gov. Telephone requests will not be honored and bidder lists will not be maintained.
