- The Government intends to solicit and negotiate with only one source, Phoenix Teledata Services, Inc 370 Ranch Trail Rockwall TX 75032 The procurement will be conducted on a sole source basis in accordance with the authority of FAR 13.106-1(b)(1). This acquisition is for Automated Call Distribution System. Requirements are for the contractor to install the ACD system, which is comprised of two devices, an auto attendant which answers incoming calls and routes them according to options selected, and a digital speech pc that keeps segments of recorded messages that provide information to the caller when options are selected. This system assists a call center that normally gets the bulk of the calls to provide appointments and other service. In order to provide an improved customer experience, the hospital seeks to add components in the form of software to this system which will allow customers to leave their information and be automatically called back by the system when the next operator is available. The callback will keep the position of the caller relative so that they are queued and called back in the same position as if they had waited on line for the call center. A second piece of software called Supervisor Reporting is also sought that will allow managers of the ACD to provide report information with enhanced statistical information. ACD change includes all the components, parts and software necessary, and the planning, execution, implementation, and training for the new features that these pieces of software provide. Vendor will be responsible for the design of the new software to include the messaging that will explain how call back to the customer will occur in a comprehensive manner to get the customer to select this option and will provide training to hospital personnel with examples of reports and how to prepare them. The NAICS code for this procurement is 541512 and the small business size standard is 25.5 Million Dollars. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 21 August 2012, 3:00 pm CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Phoenix Teledata. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
