Description The National Cancer Institute (NCI) plans to procure on a sole source basis with Affymetrix, Inc, 3420 Central Expressway, Santa Clara, CA 95051 for brand name Affymetrix human genome U133 plus 2.0 array. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 325414 and the business size standard is 500 employees. It has been determined that there is no opportunity to acquire green products or services under this contract. NCI is working on a project that entails the genome-wide assessment of RNA expression levels (gene expression profiling) in lymphoma patient samples in order to obtain an accurate and informative molecular diagnosis. The available lymphoma biopsy samples have been formalin-fixed and paraffin-embedded, leading to substantial degradation of the RNA. To circumvent this problem, NCI has developed methods to use Brand name Affymetrix human genome U133Plus2.0 arrays to measure gene expression in these samples after amplification of the RNA using the Genisphere Sensation kit. NCI has established a diagnostic algorithm using this kit and procedure that allows NCI to subclassify diffuse large B cell lymphomas into 2 clinically different subtypes, termed ABC and GCB. This diagnostic procedure has been benchmarked against previous results using frozen biopsy material, with high concordance (>97%). NCI intends to use this method in the future to classify lymphoma biopsies into the ABC and GCB diffuse large B cell lymphoma subtypes, and therefore need to maintain the same procedures as used previously. The reagents will be used for ongoing research involving gene expression profiling analysis of primary human lymphoma biopsy samples that are formalin-fixed and paraffin-embedded. NCI's protocols have been standardized using the brand name Affymetrix reagents, allowing NCI to accurately and reproducibly diagnose two clinically different subtypes of diffuse large B cell lymphoma. If other kits, microarrays or procedures were to be substituted, future lymphoma subtype diagnostic results would not be comparable to NCI's past results, thereby compromising NCI's research findings. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 30, 2012.
