Description The National Cancer Institute (NCI), Surgery Branch (SB), Cancer Center Research (CCR), Medical Oncology Branch (MOB) plans to procure on a sole source basis the brand name Waters Acquity Sample Organizer and a Transomics workstation upgrade from Waters Corporation 34 Maple St. Milford, MA 01757. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 90 days from date of award. The Laboratory of Metabolism, Center for Cancer Research, NCI, is requesting a Brand Name Waters Acquity Sample Organizer and a Transomics workstation upgrade from Waters Corporation. These systems will enhance LM's ability to develop (and license) novel small molecule biomarkers for cancer, toxicity, radiation exposure and other diseases in its Metabolomics program. The LM currently owns and operates a Waters Acquity UPLC-Qtof Xevo G2 system which allows exquisite sensitivity and the ability to resolve and characterize hundreds of small molecules from urine and other biological samples. The extreme accurate mass characteristics of the instrument are also crucial for accurate identification of biomarkers which could be used in the identification of cancer conditions. The biomarkers could have potential use in the early identification of cancer or other diseases, leading to early treatment or interventions. The following salient characteristics apply to the Acquity Sample Organizer and Transomics Upgrades: • The unit is compatible with both ACQUITY UPLC H-Class and ACQUITY UPLC Sample Managers. • The ACQUITY UPLC Sample Organizer increases sample capacity to either: 22 microtiter plates, 8 deep-well plates, 388 x 2 mLvials, or 196 x 4 mL vials, maximum sample of 8448. • Any sample position may be accessed at any time. • The plate exchange rate is less than 15 seconds. Sample temperature is controlled over a 4° to 40°C range settable in 0.1°C increments, to promote sample stability, at an ambient temperature of 23°C or lower, and at relative humidity levels below 80%, the Sample Organizer will maintain the temperature of the compartment down to 4°C with a tolerance of ±3°C of the setpoint, independent of the number of sample and shelves in place. • At ambient temperature above 23°C the Sample Organizer can maintain an average temperature of at least 18°C below ambient. • Sample temperatures will be with ±3°C. • All operating parameters and status displays are managed through the ACQUITY UPLC System Instrument Console. • The same plates and vial holder scan be used in both the Sample Organizer and the Sample Manager • The sample organizer stores multiple microtiter or vial plates and transfers them to and from the sample manager (specifically, those sample managers with rotary sample trays like the Sample Manager-FTN). • The sample organizer's storage shelf compartment can hold a selection of ANSI plates, which you load into the organizer through a large, swing-open front door. • Heaters and coolers thermally condition the shelf compartment and together with the sample manager's heater/cooler, maintain the temperature at a set point determined by the user. The Acquity Sample organizer and Transomics workstation are add-on components to NCI's current system. The sample organizer will allow for high through-put analysis and significantly increase our workflow and productivity. The Transomics workstation is an upgrade to NCI's current system with enhancements such as ion-mobility analysis, adduct identification, and complete LCMS matching features for large scale data batches. Both systems will greatly enhance the Metabolomics program of LM. Since the requested systems are add-on components to NCI's existing Xevo G2 system, it would be impossible to use/integrate components from another vendor, as this would require multiple software platforms which would not be compatible. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on August 30, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
