- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute on Aging (NIA) intends to negotiate on a sole source basis with Pittsburgh University, 3520 Fifth Avenue, Pittsburgh, PA 15212 for the modification of current Purchase Order number HHSN271201100605P, which was awarded on 8/23/2011, for services to study the use of a thigh-worn accelerometer and to compare it to other types of accelerometers to objectively measure physical activity in the elderly population. The Laboratory of Epidemiology, Demography and Biometry (LEDB) at NIA has worked in collaboration with researchers in the Office of Research at the University of Pittsburgh on the previous Purchase Order. Work included enrolling subjects and collecting data from participants that were equipped with an accelerometer device, located either on their waist, wrist, or hip, which measured sedentary levels of activity. Data from all devises worn were downloaded on computers and reviewed for quality control. Modification in this pre-solicitation will extend the Period of Performance of the current Purchase Order for an additional one year and fund the work of a researcher from Pittsburgh University, Nancy W. Glynn, Ph.D., as Principal Investigator to fully examine the cohort of participants and to complete data collection. Data from a new type of accelerometer, worn on the thigh, will be measured and collected and compared to the results collected from participants wearing wrist-, arm-, and hip- worn accelerometers. A questionnaire developed by the National Cancer Institute on sedentary behaviors will also be administered. The NIA is interested in measuring differences between different types of accelerometers because measurement of physical activity is developing quickly with innovations in the design of accelerometers with increased capability for information collection on the intensity, duration, patterns and even type of movement. Being able to identify periods of sedentariness and the characteristics of these periods may be most important in an older population. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
