Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is for a contractor to provide the Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Cuba Broadcasting (OCB) with a professional lighting dimmer system to support TV Marti broadcast operations per the equipment specifications cited herein. OCB broadcasting facilities are located at 4201 NW 77th Avenue in Miami, Florida. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-49. Contract award will be issued under the provisions outlined in FAR Part 13 - Simplified Acquisition Procedures. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a) Any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer IAW FAR 19.502-2 (c). (A) Line Items: The following commercial items/services are requested in this solicitation: (1) CLIN 0001: Equipment package to include 1 each Philips Strand C21 Lighting Dimmer System - Full Rack Designed for 3 phase 4 wire 120 volt 50/60Hz AC; Operation: 1 each 75502/120A C21 Rack with 48 Modules (Single Bottom Feed) ; 1 each 76520-0001 C21 96-Output Rack Processor Housing wired for single electronics, and; one each 96 Output Rack Processor Module and 1 each 48-76562 2.4kW dual dimmer module with primary circuit breakers and 350μs toroidal choke and 1 each C21 Spare Kit. (FOB Destination) (2) CLIN0002: Strand Palette II 48/96 Manual Preset with 100 Channels to include keyboard, mouse, dustcover, USB key, power cord and printed manual. (3) CLIN0003: Rack removal, electrical installation & system integration/commissioning and training. (B) Other Statement of Work Requirements: (1) WORKING CONDITIONS: OCB has restricted access to its facility. The Contractor shall be provided access to the site when properly coordinated with the OCB Project Manager. Generally, this access will only be allowed when OCB personnel are present and on-site. Contractor must submit a list of job site personnel 3 days before start of installation. Work shall be performed between the hours of 7AM to 6PM, Monday through Friday. Various rooms will be impacted by this project, including radio studios, individual offices and production rooms. Live shows are produced and broadcast weekdays and weekends in Studio C as well as adjacent rooms. Any equipment installation, wiring and testing can take place any time during the day; however, the Contractor shall cease using power saws, drills, hammers and other equipment creating loud noises during these hours for the Radio and TV Marti broadcasting programs when requested by OCB personnel. The OCB Project Manager will coordinate with Contractor to minimize disruptions. In case of "breaking news", the Contractor shall be required to cease construction activities entirely for the duration of the news coverage. The Contractor shall take extraordinary precautions not to disrupt any ongoing broadcast operations at the station. Because of the "live" nature of the programming at OCB all work involving relocation of existing wires and conduits or tripping of circuit breakers shall be carefully coordinated well in advance with the Project Manager on a daily basis (2) CONTRACTOR FURNISHED EQUIPMENT/MATERIAL: Unless otherwise specified herein, the Contractor shall be responsible to provide all necessary tools, equipment, materials and subcontracted labor to perform work under this contract. Miscellaneous installation materials will be supplied by contractor as needed. (3) SAFETY/CLEANUP: Upon completion, all carpets, walls and glass surfaces will be clean and dust-free. Contractor's tools and equipment shall be stored safely and out of traffic areas during the daytime, except in areas where contractor is actually working. Power cords, ladders and construction materials shall be placed to allow for the safety of OCB employees, and to minimize the disruption to OCB workflow. All previously completed and approved work shall be protected and maintained by the Contractor against damages by natural causes, by construction equipment, and/or personnel until final acceptance of the work. All excess materials and trash shall be removed from the job site and disposed of in accordance with the local governing disposal laws. The Contractor shall be responsible for conforming to all local regulations regarding hauling and pay any/all disposal costs.(4) OCB PROJECT MANAGER-COR: The government will designate Mr. Nick Marbach as the Contracting Officer's Representative (COR). Overall supervision of the project will be the responsibility of Mr. Marbach. The primary mode of communication with the Contractor shall be using E-mail via the Internet. The Contractor is required to be accessible via the Internet with the capability of receiving and sending enclosures. The Contractor is advised that no additions, deletions or any other changes are to be made to this contract without the written approval of the Contracting Officer. (5) CONTRACTOR PROJECT MANAGER: The Contractor shall designate an English-speaking company official that we may contact during the period of contract for prompt contract administration. (6) PERIOD OF PERFORMANCE: All work described in this Statement of Work shall be completed within 30 days after receipt of order. The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. FAR 52.212-1, Instructions to Offerors--Commercial Items; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (the offeror must include a completed copy of this provision with their proposal); FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.204-7, Central Contractor Registration. Delivery terms and point: FOB Destination, located at Office of Cuba Broadcasting, 4201 NW 77th Avenue, Miami, FL 33166. Offerors responding to this solicitation shall submit the following additional information to the contracting officer: [1] Proposals must also include company's DUNS Number, prompt payment terms and correct remittance address, if different from mailing address. [2] Detailed technical information that will enable the Agency to determine the compliance with the form, fit, and function requirements of this solicitation per FAR 52.211-6 (Brand Name or Equal), and [3] a contact person within the company who will be charged in answering technical questions regarding the alternate items being proposed. Offerors are cautioned that failure to provide adequate information on the technical specifications on their proposed items (if other than the specific model items listed herein) may deem their proposal unacceptable. The Agency will award a firm-fixed price (FFP) contract resulting from this RFP to the responsible offeror whose offer conforms to the solicitation's requirements which are most advantageous to the Government, based on price, technical, and any other factors listed in the solicitation. There are no additional contract requirement(s) necessary for this acquisition other than those consistent with customary commercial practices. All firms must be registered in the Systems for Award Management at http://www.sam.gov to be considered for award. Proposals shall be in writing and must be signed by an official authorized to bind the organization. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The Government reserves the right to award on a multiple award or an all or none basis. All proposals must be sent to Ms. Mary Ann Amps, mamps@ocb.ibb.gov. Oral Quotes will not be accepted. Responses to this RFP must be received via e-mail, by August 27, 2012, 4:00pm Eastern Standard Time.
