Description
NOTICE: RFIs are now being accepted via the Bidder Inquiry System as described in Section 00 01 00 of the solicitation. Please be aware that no new inquiries will be accepted less than 5 business days prior to the proposal due date. ---------------------------------------------- The US Army Corps of Engineers, Detroit District, is issuing a two-phase solicitation for a design/build project to design and construct a Border Patrol Station in Detroit, Michigan. Project Description: This project consists of design and construction services for a new Border Patrol Station at Detroit, Michigan. The project includes, but is not limited to, the design and construction of a new 100-agent Border Patrol Station (approximately 22,000 square feet), Parking Garage and combined Canine Facility (approximately 25,000 square feet) and Uncovered Parking (approximately 52,100 square feet). The Border Patrol Station will include office space, detainee processing and holding areas, training facilities, locker rooms, restrooms, and storage for Customs and Border Protection (CBP) Agent gear and arms. The Garage will include enclosed parking spaces for 40 vehicles as well as areas for maintenance storage, a vehicle wash area, and storage for hazardous materials and first aid supplies. The Canine Facility includes kennels and runs for three dogs, an office, storage, washroom, food preparation room, animal processing room, and an office work area. Site work will include roadways, parking lots, security fencing, underground firewater storage tank, helipad, communications tower, lighting and landscaping as well as providing utility services to the buildings. General Information: Location: Detroit, Michigan This project is advertised UNRESTRICTED to businesses of all sizes. The Government plans to issue a firm-fixed price contract. Range of Construction Cost Estimate: From $10,000,000.00 to $25,000,000.00 The contract is anticipated to be awarded in November 2012 with a 730 calendar day completion requirement. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220. The small business size standard for this requirement is $33,500,000.00 in average annual receipts for the past three years. The two-phase design-build solicitation and evaluation process will be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. The issued Request for Proposals (RFP) will set forth the requirements for responding to Phase One of the solicitation, as well as all technical evaluation factors and subfactors for both Phase One and Phase Two. At the closing date of the Phase One Solicitation, the Government will evaluate responsive proposals received in response to Phase One of the solicitation to short-list no more than five (5) contractors to Phase Two. Only those most highly qualified offerors selected as a result of Phase One evaluations will be requested to submit technical and pricing proposals for Phase Two. Phase Two proposals will be evaluated in accordance with the Phase Two evaluation process. Award for this requirement will be determined via a "best value" tradeoff process, where price and other evaluation factors will be considered. Identification of significant evaluation factors and subfactors will be duly noted within the solicitation documents, once issued. Please note that the Government will not be maintaining a bidders list during the solicitation period for this requirement during Phase One. However, vendors are strongly encouraged to review the "Interested Vendors List" tab found on the FedBizOpps website posting for this solicitation. Please also note that solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available ONLY electronically and via FedBizOpps at www.fbo.gov. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this solicitation. In order for interested contractors to conduct business with the Federal Government, contractors must register their firm at the System for Award Management (SAM). Contractors can access SAM for free at www.SAM.gov.
