Description
SUBJECT: Alaska EcoScience (Mr. Torre Jorgenson) to provide mapping of the boreal ecosystems in Alaska for the U.S. Fish and Wildlife, Division of Realty and Natural Resources. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00 AM, August 22, 2012 by sending an e-mail to Amanda_jordan@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Alaska EcoScience FOR : Mapping the boreal ecosystem NAICS: 541620 Administrative Management and General Management Consulting Services AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: A Sole Source firm fixed award to Alaska EcoSciene for mapping the boreal ecosystems of Alaska. Specific objectives for the Alaskan portion of the effort are to: (1) compile datasets in collaboration with USGS that are needed for the mapping base; (2) work with Alaska regional specialists and the CBVM team in the development of the classification system and map legend; (3) complete the mapping for the Alaska region; and (4) coordinate with Alaska, North American, and international team partners to integrate the Alaska map with the circum-boreal effort. The Alaska Region of the U.S. Fish and Wildlife Service is the lead agency for the Conservation of Arctic Flora and Fauna (CAFF) Program. CAFF is the biodiversity working group of the Arctic Council and consists of National Representatives assigned by each of the eight Arctic Council Member States, representatives of Indigenous Peoples' organizations that are Permanent Participants to the Council, and Arctic Council observer countries and organizations. The CAFF Working Group operates by the Arctic Council Rules of Procedures. As a volunteer Mr. Torre Jorgenson (Alaska Ecoscience) was designated by the CAFF as Alaska Team Leader for the CAFF project Circumboreal Vegetation Mapping (CBVM) and was assigned the task of preparing the Alaska boreal vegetation map. He has served in this capacity as Alaska Team Leader. Mr. Jorgenson has participated for the past four years as a CBVM member since the projects inception in 2008. He has presented scientific papers on vegetation mapping at several international CAFF workshops (Helsinki, Finland; Sault Ste. Marie, Ontario; and Akureyri, Iceland, and worked harmoniously with other international CBVM members to develop the global map.
