Description
The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, IAW FAR 13.106-1(b) with SimAction of 3405 Kirkwood Dr, San Jose, CA 95117, as the only responsible source that can provide the specialised equipment needed to fulfill this acquisition. This requirement is for for five highly specialized SimSeize/SimDefib Actuator (simulators) with Litter Mattress at a firm fixed price of $33,750.00 which includes handling and shipping charges. These Actuators will be used to aid with simulation of chemical agent casualties during courses and other instructional demonstrations at the CCCD at the US Army Medical Research Institute of Chemical Defence (USAMRICD). In addition, these simulators are equipped with selectable seizure intensity adjustment switches, and a mattress developed specifically to fit onto a standard military litter. These simulators are cross-platform compatible with all human patient simulators currently used in CCCD educational programs. In addition, these simulators are needed to provide CCCD with a greater capability to accurately and consistently demonstrate signs and symptoms of a chemical agent casualty. These systems, while commercially available, are customized to meet the particular requirements of the CCCD, which in turn allows for the more accurate simulations of the traumatic, and arena-specific cases experienced in the military. Furthermore, these Actuators/simulators are cross-platform compatible with all human patient simulators currently used in CCCD educational programs. Therefore, obtaining another system will not be in the best interest of the Government. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by SimAction.
