- This is a Sources Sought Announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. Contractors must identify their business type (i.e., large, small, small and disadvantaged, 8(a) certified, woman-owned small, HUB Zone certified small, or service disabled veteran-owned small business) in their response. This Request for Information is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this Sources Sought Announcement. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of the domestic production base. 1. REQUIREMENT The U.S. Army Program Manager Soldier Warrior and the Communications-Electronics Research Development and Engineering Center's(CERDEC) Command Power and Integration (CPI) are conducting a Sources Sought market survey to identify sources with the interest and capability to provide a modular universal battery charger (MUBC). The function of the MUBC will be a man-portable charger for lithium ion (and select nickel metal hydride batteries) at the squad or platoon level. It will also be used in remote (Tier 1) locations where there is no commercial power grid or reliable infrastructure and therefore must be able to provide battery charging capability with the use of alternative and/or renewable energy sources. The basic requirements for the system are expected to include, but not be limited to the following: Weigh approximately 8 pounds (excluding any adapters and power cables) Have a volume (excluding storage of the required cables and adapters) of no more than 550 cubic inches Be able to survive MIL-STD 810G tests (those tests specific to a tactical environment such as shock, drop, dust, humidity, solar, vibration, etc.) Meet MIL-STD 461 Electromagnetic Interface requirements Input DC voltage range of 10 - 33.6 VDC Input AC voltage range of 90 - 265 VA at a frequency of 50 - 60 Hz The basic design shall include the ability to charge the following batteries: Battery/Number required to load simultaneous on charger: Li-145/3 Li-180/3 Conformal Wearable Battery (CWB)/3 BB-148/4 BB-152/4 BB 153/4 BB154 Rifleman Radio/8 BB-2590/1 BB-390/1 Charge a minimum of 8 Rifleman Radio batteries within 4 hours Use SMBus Level III software that can upgraded when required by the user Contain USB and standard NATO 13 pin connectors and a standard serial port Ability to connect multiple MUBCs in series if sufficient power is available Power point tracking for use with solar panels 2. INSTRUCTIONS TO POTENTIAL RESPONDENTS/DELIVERABLES For the purposes of companies submitting their projected production abilities and capacities, the Government is projecting an award for a production quantity of 1,400 MUBCs in the September 2013 timeframe with a solicitation that will include hardware samples in the spring of 2013. Current projections are that more than 750 units will be procured over a period of four years. The kit will contain the MUBC, all required adapters, an AC power cord, ability to connect to a NATO slave plug and any form of renewable energy (solar and wind). Respondents are requested to provide their production abilities and capacities to meet this draft projected requirement. This is NOT a Request for Proposal. Companies that desire to participate in this market survey are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to satisfy one or more of the performance and technical objectives described above. The response should discuss the company's ability to develop and/or provide existing technologies that have the required abilities. Companies should provide a ROM (rough order of magnitude) price and its anticipated delivery for the solution proposed. Respondents shall also discuss whether their product is considered commercial in accordance with the "commercial item" definition found in Federal Acquisition Regulation (FAR) part 2.101. Responses must be no longer than six (6) pages in length. Data sheets on similar items are desired, but not required and do not count in the six page maximum. Comments on the above requirements are also welcome. Interested parties may submit their interest and ability to satisfy the Government's requirement to the point of contact listed below. These will be reviewed as they are received. RESPONSES ARE DUE NO LATER THAN FRIDAY 29 AUGUST 2012 AT 10:00 AM EST. The Government reserves the right to close this Sources Sought Notice once it has received an adequate number of responses. All requests for further information must be made via email.
