- THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate on a sole source basis and award a purchase order for Hydrogel Polymers Detection Modules, to the University of Maryland, Fischell Department of Bioengineering, 1120 Jeong H. Kim Engineering Building, College Park, MD 20742, under the authority of FAR 13.106-1 (b) Soliciting from a Single Source. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The period of performance will be one year from award. The North American Classification System (NAICS) code applicable to this requirement is 541711 - Research and Development in Biotechnology with a size standard of 500 employees. The basis for the sole source determination is based upon the fact that: The University of Maryland, Fischell Department of Bioengineering is the sole source provider of polymer hydrogel formulations for the development of detection modules to serve as initial prototypes for handheld diagnostic devices for hyperammonemia and other aminoacidopathies. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Comments to this announcement, referencing this Notice of Intent No. NHLBI-CSB-TR-2012-252-RRJ, may be submitted in electronically to the Contracting Officer, Robin Jeffries, at robin.jeffries@nih.gov.
