Description
1. The Government is issuing this RFI to collect information for the development and production of a head protection ensemble that will be part of the Soldier Protection System (SPS). This head protection ensemble is planned to replace the current helmet system. The SPS will provide the Soldier multiple levels of ballistic protection that can be tailored to select mission profiles and protection against specific threats from conventional fragmenting munitions, small arms ammunition, and blunt impact. Soldiers equipped with the SPS will be able to accomplish a broad range of missions. The versatility of the system will enable the Soldier to quickly transition from one mission type to another without degrading the momentum of small unit operations. The SPS will protect Soldiers involved in major combat operations, stability operations, homeland security operations, joint operating concepts, and the joint force functional concept. 2. The head protection ensemble shall consist of a helmet shell, suspension system, retention system, maxillofacial system (visor and mandible) and passive hearing protection. The helmet system (helmet shell, retention system, and suspension system) shall provide an equivalent level of ballistic and non-ballistic protection as that specified in the Enhanced Combat Helmet (ECH) specification. However, the helmet system shall weigh; at a minimum; 5% lighter. Blunt trauma associated with Ballistic Transient Deformation (BTD) measurements and test standards will be in accordance with the current approved DOT&E test protocol as outlined in the DRAFT Technical Statement of Need. Some of the key technical requirements are provided in the attached DRAFT Technical Statement of Need. The acquisition organization responsible for this effort is Product Manager (PM) Soldier Protective Equipment (SPE), Fort Belvoir, VA. 3. Request interested vendors provide, not later than 20 calendar days of the posting of this RFI, a detailed description, in the form of a technical white paper, of their proposed head protection ensemble that meets the technical statement of need, as well as a rough order of magnitude (ROM) unit price and the vendor's level of interest to participate in a possible competitive acquisition. Each vendor's response shall address specific size, weight, shape, performance, and durability requirements as stated in the DRAFT Technical Statement of Need. In addition to providing a white paper, interested vendors are encouraged to provide feedback and questions concerning the DRAFT Technical Statement of Need. Any Material Safety Data Sheets (MSDS) and/or technical information that can be provided on proposed materials/items would be beneficial in order to obtain toxicity clearance. This information should be provided to the contracting office at US Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Division D, ATTN: Mr. Keith Magaw, Contract Specialist, Team Hard Armor, 4401 Boothby Hill Road, Aberdeen Proving Ground, MD 21005-3013. 4. The Government does not guarantee that this RFI will result in a Request for Proposal (RFP) or contract award, and will not provide reimbursement for any costs incurred by vendors who respond to the RFI. Interested vendors will be advised if and when the Government decides to pursue a formal RFP or solicitation.
