Description
The purpose of Special Notice W15QKN-12-R-0067 is for Industry Feedback on proposed Government efforts for updating, standardizing, and drafting revisions of specifications for a number of energetic materials utilized in munitions. The United States Army Contracting Command - New Jersey on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (OPM-MAS) is requesting industry feedback on recommendations and suggestions regarding the updating, standardizing, and drafting revisions of energetic material specifications primarily used in Munitions. These new/revised/updated specifications would seek to provide the following: 1. Validate & update existing methods and requirements 2. Incorporate new analytical methodology using state of the art equipment 3. Eliminate, update, or replace methods currently in the specifications due to incorrect or outdated procedures. Other items of concern on which constructive comments or recommendations are desired include: 1. Use of toxic and environmentally undesirable materials 2. Vagueness in how and what to measure that may lead to differing results on the same sample 3. Reference to no longer valid standards 4. Standardization of alternate methods between specifications to measure the same property. To assist in this effort the Government is initially seeking industry's comments on each of the eleven (11) listed military specifications which are being initially considered for updating. Energetic Material / Specification Magnesium Powder - for Use in Ammunition / MIL-DTL-382 & MIL-P-382 Powders, Metal, Atomized (for use in Ammunition) / MIL-P-14067 Aluminum Powder, Flaked, Grained, and Atomized / MIL-DTL-512 Barium Nitrate / MIL-B-162 Calcium Silicide, Technical / MIL-C-324 Lead Styphnate, Normal / MIL-DTL-757 Powder, Black / MIL-P-223 Lead Azide / MIL-L-3055 Antimony Sulfide (for use in Ammunition) / MIL-A-159 Strontium Nitrate, Anhydrous / MIL-S-20322 Calcium Resinate / MIL-C-20470 Current revisions of these specifications can be obtained at: https://assist.dla.mil/quicksearch/ Submission of suggestions, recommendations, and comments regarding any or all of the specifications may be provided. Responses will be particularly beneficial if they include: 1. Contractor's role in using the current specification(s) (manufacture or consumer) along with general quantities of material manufactured/consumed and commodities the material is utilized in. 2. Interest in participating in validation testing of verification methods within specifications along with any salient capabilities. This special notice is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this request for information. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this request. The Government is not obligated to notify respondents of the results of this request for information. Feedback information is requested by 30 August 2012.
