- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WIL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute of Environmental health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate and award a purchase order on a noncompetitive sole source basis with Qiagen, Inc. 19300 Germantown Road, Germantown, MD 20874, pursuant to IAW FAR 13.106-1 (6)(1)(i)—Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for one (1) each of the following items: Overhaul and basic service Agreement Renewal for the Qiagen Autopure. This instrument provides NIEHS with high quality nucleic acid purification for use in genomics experiments. This service will provide an overhaul before placing the instrument on a service agreement. The expected effective date for the award is 9/4/2012 - 9/3/2013. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address stated below. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within ten (10) days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Qiagen, Inc. The NAICS Code / Size is 811219 / 19.0 M and is not a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisitions Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisitions Circular (FAC) 2005-60 (July 26, 2012). Interested parties may identify their interest and capabilities in response to this synopsis by August 27, 2012 at 9:00 am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurements. There is no solicitation package available.
