- Solicitation BBG50-R-12-0020 is hereby modified to change the notice from small business set-aside to unrestricted Full and Open Competition and provide answers to submitted questions. 1) Question: Was this training conducted by Government employees, or by a contractor or other organization? If a contractor, who? 2) Answer: Training was not conducted by Government employees. The outside contractor: Total Quality Organization 3) Question. The work in this request is currently shown as unrestricted. Will the BBG / IBB consider making this solicitation set aside for small business? 4) Answer: Solicitation changed from small business side aside to unrestricted 5) Question. Considering that this is a FFP contract, can you provide the number of expected consulting hours for 4.3.1 Project Management Consulting? 4.3.1 Project Management Consulting- Provide consulting, mentoring, and other support to the BBG PMO, project teams, projects, and/or project audits, as required. Contractor shall provide costs for this work and the BBG shall decide whether or not to utilize these services. 6) Answer: Approx. 40 consulting hours. 7) Question. Cost proposal format: Is there any specific guidance regarding the cost proposal format and required cost breakdown structure? 8) Answer: There is no specific proposal formal 9) Question. Project Management Consulting Task: Is there any guidance on the expected level of effort of this task in case BBG decided to exercise this option? 10) Answer: Should we decide to exercise the option, we would prefer in person consultation and envision the consults pertaining more towards PMO best practices. 11) Question: We can make assumptions in our proposal regarding the optional project management consulting; however, is there a certain approach you wish for us to consider? For example, will this be provided in person or via teleconference? 12) Answer: Should we decide to exercise the option, we would prefer in person consultation and envision the consults pertaining more towards PMO best practices. 13) Question: Do you have an idea of the class schedule in terms of how many classes may be taught consecutively within a week or do you prefer and should we plan one class per week? 14) Answer: Depending on the duration of each class that you propose, there could be at least two classes a week. 15) Question: Is there a format you wish for us to follow for the Price Proposal? 16) Answer: There is no specific proposal formal 17) Question: For FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items], can we submit this as a copy of our ORCA record with our proposal? If not, I appreciate if you would please provide a copy of FAR subpart 52.212-3 as stated in your Solicitation, so we may complete this. 18) Answer: Defer to https://www.acquisition.gov/far/current/html/52_212_213.html 19) Question: Is there an incumbent contractor for this effort? Was an external vendor used for the training sessions conducted in 2010 (referenced in paragraph 2.0 of the solicitation)? 20) Answer: An external vendor was used in 2010 for a fundamental training course only. No other training has been provided. 21) Question: The solicitation states that the contractor will specify the length of the courses. To do so requires knowledge of the learning objectives for each course, and is difficult to define in a FFP bid. If the same topics were taught in 2010, can you please provide the length of those courses as well as any recommendations for changes to the course length? 22) Answer: In the solicitation the following sections should answer this question: Section 4.1 Establish Project Management Training Curriculum states the learning objectives and that the curriculum will be provided by the vendor, and Section 4.2 Provide Training in Basic Project Management Courses states the four core courses we want the curriculum developed for according to PMI standards. The following topics have not been taught here: 4.2.2 4.2.3 4.2.4 4.3.1 And only a basic PM fundamental course was offered. Would like to see suggested durations in your response. Contractor must be one of the companies approved by Project Management Institute (PMI) as a Registered Education Provider (R.E.P). Contractor must provide the Project Management Institute (PMI) provider ID number. Proposal will not be considered without this information. Quotes shall be submitted as an original and two copies must be sent via courier or overnight delivery prior to the deadline. (No electronic submissions will be accepted).
