- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. This solicitation, N00173-12-R-WR06 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through FAC FAC 05-60 effective July 26, 2012 and DFARS Publication Notice effective July 24, 2012. The associated small business size standard is 750. NRL has a requirement for the following in accordance with the Specifications: CLIN 0001: One (1) Inertial Navigation System/Inertial Measurement Unit (INS/IMU) System CLIN 0002:Documentation CLIN 0003:Training/Support The complete specification for this combined synopsis/solicitation is available at http://heron.nrl.navy.mil/contracts/12WR06.html Delivery and acceptance is at NRL, Washington, D.C. 20375, FOB Destination. Delivery shall be no later than 60 days from date of award. The provision at 52.212-1, Instructions to Offerors-Commercial (FEB 2012), applies to this acquisition. The provision at FAR 52.212-2, Evaluation--Commercial Items is incorporated (JAN 1999). The Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: Technical Capability of the item offered to the government requirement; Relevant Experience, Past Performance and Price. The Technically Capability, Relevant Experience and Past Performance factors are significantly more important than Price. General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFP's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical proposal. Offeror's registration requirements: DFARS 252.204-7004 - System for Award Management (SAM) applies to this procurement. You must be registered in SAM in order to be eligible to receive an award from this solicitation. Information on SAM registration and annual confirmation requirements may be obtained via the Internet at http://www.sam.gov. Prospective contractors must be registered in SAM database prior to award.
