Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warare Center Division Newport, RI (NUWCDIVNPT) intends to award a Sole Source Requirement to L3 Kollmorgen ElectroOptics (L3 KEO). The Contractor shall provide services to NUWCDIVNPT Code 34 Special Projects in the areas of CLUSTER BIGHT system refurbishment, installation support, technical assistance support, removal support, system repair, and technical support on Special Project development. L3 KEO conducted this effort under the original contract. L3 KEO is the only company capable of installing, maintaining the system at-sea, repairing and overhauling the system in a cost-effective timely manner. Any other company would require a lengthy, expensive investment to come up to speed on a complex intelligence system that took four years to design and build, and would require significant investments to meet the qualifications to remove, maintain, and install the system, including all the specialized test equipment, proper facilities, and specific technical skills, including knowledge of the proprietary parts and subsystems incorporated into the system. The CLUSTER BIGHT system is in high demand from the operational fleet and an extended learning curve would leave the fleet unsupported during this period, as there is only one system. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement within 15 days of this notice. In accordance with FAR 5.203(a) solicitation N66604-12-R-3051 will be issued at least 15 days past the date of this notice of proposed contract action. Point of Contact: Michael H.
