Description
Example Diagram Q: Ref: Page 5, Item 0004, Perimeter Wall: There is no total length of courtyard walls provided. It is understood the bidder will present a design concept, however, do you have a sample or notional layout of the buildings to ensure we are bidding the correct amount of perimeter walls? A: I made a rough layout and of the "village" and came up with a perimeter wall that should be 64' x 68', 264 linear feet. Obviously there will be access points on two of the walls. Q: Ref: Page 5-9, Item description, Floors: the solicitation states that dirt or natural materials are preferred. Does this mean that the structure is to not have any type of floor system but just have the walls bearing right on the ground? This will affect the structural integrity of the building and it may not meet the wind and load requirements if this is the case. A: If a floor is required for structural integrity then floors may be used. Q: Ref: Page 5-9, Item description, Roofs: The solicitation states the roof must be load bearing to accommodate,, at a minimum of 250 pounds per square foot to allow for personnel to be emplaced on the roof tops for training purposes. A roof designed for as low as 10psf continuous load can still accommodate people walking on top of it. Would the government consider lowering this requirement to something more common like 10 to 20 psf? A: As for the roof, it must be load bearing. There could be up 1,000 lbs of personnel on top of the buildings. I am not a structural engineer so I do not know the requirements. Q: Ref: Page 5-9, Item description, Doors: Do you have a specific size you would like? Additionally, if you do not require door handles or latches on the doors, do you need the doors to have any hardware that holds them in the open or closed position? A: Hardware to keep the door closed should be placed on the outside of each door. Q: Ref: Page 5-9, Item description, Doors and Windows: Do you have a specific size you would like? A: There is no set size for the doors. The windows should be small, about 1.5'- 2'L x 1'- 1.5'H and placed between 5' and 6' off the ground. Q: Ref: Page 5-9, Item description, Interior Walls: The solicitation states: "To create multiple rooms within each structure, as outlined in the diagrams". Please provide the diagrams. A: See attached. Q: It says delivery to Tracy, CA. however installation is Guam? Please expand on where you want the structures delivered and installed. Who handles shipping to Guam if that is part of the scenario? A: All supplies and materials are to be shipped to Tracy, CA where the government will then ship the items to Guam. The contractor is responsible for installation of all items on Andersen AFB, Guam. Q: Is there any Lodging on the Base? A: Yes, But it is only available to DoD I.D. holders. Q: What type of terrain are the units and fencing to be installed on (Dirt Lot, Concrete Area, Etc)? A: Dirt. Q: Is the area already graded to accept the Training Facility, or is there grading/site prep required? A: Site prep will be required. Q: Per the Synopsis the Destination Information is listed as "FOB Destination Tracey, CA. Installation of all items to take place at Andersen AFB, Guam". Additionally CLIN's 0001 through 0008 state the Ship to Address is Tracey, CA. Please confirm the contractor is to ship all materials to complete the project to Tracy, CA and that the Government Transports all Materials to the project site in Guam at No Cost to the Contractor. A: This is correct, unless the contractor is willing to do at no extra cost. Q: Please confirm the 10'-0" Perimeter Wall with Two Gated Entrances that is to be installed around the Compound Do Not need to be Typhoon Proof. Please confirm that only the Structures are required to be Typhoon Proof. A: If they are able to be broken down and stored then not Necessary.
