Description
Clauses applicable to RFQ 2012- Q - 47996 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. QUOTERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTES RECEIVED. Quoters should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. Therefore, the initial quote should contain the quoter's best terms from a technical and price standpoint. All quotes must include the full name, address, and DUNS number of the business to be named on the purchase order as well as the full name, phone number, and email address of the person who can accept the final purchase order. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The North American Classification System (NAICS) code is 332311- Prefabricated Metal Building & Component Manufacturing- with a small business size standard of 500 employees for this requirement. Quotes are due on Wednesday, August 22, 2012, by 3:00 PM EST and should be sent to the attention of Florence Black via email at fpblack@cdc.gov. The Offeror must cite RFQ Number 2012-Q- 47996 in the email subject line. Evaluation and award of the purchase will be performed in accordance with FAR 13.106-2 Evaluation of Quotations or Offers and FAR 13.106-3 Award and Documentation. The Offeror must have an active registration with the System for Account Management (SAM) - recently replaced the Central Contractor Registration (CCR) prior to award of the purchase order in accordance with FAR Clause 52.204-7. The government intends to issue a firm, fixed price purchase order in accordance with FAR Part 13. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), has a need for an environmental test chamber that will be installed in the NIOSH Morgantown facility. This environmental chamber will be used to condition respiratory protective devices as well as conduct benchmark testing in support of the NIOSH Policy and Standards Development branch standard test procedure development. This testing could include operation of the chamber with a human test subject inside in addition to equipment testing. The minimum chamber performance and construction specification are as follows: Minimum Chamber Performance Specifications • Temperature Range, -50 to +85C • Temperature Control Accuracy, ±1C dry bulb air temperature • Chamber Humidity Range, 10% Relative Humidity to 95% Relative Humidity @85C maximum dry bulb temperature and 4C minimum dew point • Humidity Stability, ±5% Relative Humidity • Chamber must be rated for continuous use with one human test subject Chamber Construction Specifications • Minimum Physical Requirements o Must be modular construction for both walls and ceiling to facilitate construction in existing laboratory o Interior surfaces must be 300 Series stainless steel o Exterior surfaces must be steel construction and provide adequate corrosion resistants o Nominal Interior Dimensions - 96"wide x 96" deep x 96" high o Maximum Exterior Dimensions (including the ante chamber) - 108" wide x 216" deep x 120" high o Nominal Ante Chamber Dimensions - 83" wide x 72" deep x 96" high o Nominal External chamber entrance ramp 48" wide x 30" long o Door Requirements - Two 48" wide and 78" high hinged doors equipped with inside safety release, viewing window and directly aligned on either end of the ante chamber to facilitate movement of equipment into or out of the environmental chamber o Minimum Chamber Floor Loading Capacity - 650lb/ft2 o Insulation Requirements - walls, ceiling, and floor will have an "R" factor of at least 34 and a UL 25 flame spread rating o A minimum of one floor drain o A minimum of two 3" access ports in the sidewalls for instrument interconnection pass-thru • Ventilation Requirements o Nominal Chamber internal air flow, 1,350 scfm o Dry air purge system for frost and condensation control, nominal 7.2 scfm @ 100F dewpoint o All equipment with moving components must have vibration dampening mounts to eliminate vibration transfer to chamber and surroundings • Refrigeration System Requirements o Remote cooling condensers with a minimum of 20 feet of interconnect lines to allow the system to be installed outside of laboratory area o Specification of additional cost per foot to extend the distance to remote condensers beyond 20 feet o Environmentally friendly refrigerants - both non-toxic and non-flammable o Sound deadening package - permissible sound level in terms of decibels at a distance away from motors o All equipment with moving components must have vibration dampening mounts to eliminate vibration transfer to chamber and surroundings o All refrigeration joints must be connected using silver solder o All refrigerant vessels, over pressure limit cut-out switches, and pressure relief valves must be A.S.M.E approved • Electrical Service Requirements o 460 volt, 3 phase, 60 hertz  All other voltages required shall be derived from this main electrical power supply my means of transformers. o Main power disconnect o Motor starters, heater contactors, relays and other electrical components shall be grouped together and enclosed in a power distribution panel. o All wiring must meet NEC standards o Fuses, circuit breakers, and thermal overloads shall be provided to protect circuits and components. o Vapor tight light fixtures with external switch • Instrumentation and Controls Requirements o All instrument and control design as per applicable ANSI/ISA standards o Electrical panel must be compliant to UL 508A o Windows 7 based computer based monitoring and control of the chamber environments o Touch screen operator interface o Solid state humidity sensors o Data logging capability, to include chamber temperature and humidity o Over/under temperature limit with visual and audible alarms that activate when preset values are exceeded. o Run time meter to help facilitate maintenance intervals o Automatic restart timer after power outage • Materials of Construction o All materials used to construct the chamber and supporting equipment and instruments must be of such construction to inhibit corrosion. • General Requirements o Documentation should include operator and maintenance manuals, wiring and plumbing schematics, and installation drawings. All safety features including equipment/instrument safety interlocks and operational permissives must be defined in the provided documentation. o Process and Instrument drawing (P&ID) • MSDS sheet must be supplied for all refrigerants, lubricants, or any other chemicals used in the operation of the chamber All vender quotations must show a fixed price for each of the following: 1. Environmental Temperature/Humidity Test Chamber as specified above 2. Installation, Start-up, Acceptance and Training 3. Freight to Morgantown WV Selection Criteria • Cost, component quality, and standard features included in the manufacturer's product specification Questions must be submitted via email to Florence Black at fpblack@cdc.gov no later than 1:00 PM, Tuesday, August 21, 2012.
