- **Modification changes posting date to on or before August 20, 2012 and response date to September 20, 2012** This is a Pre-solicitation Notice. Fleet Logistic Center Puget Sound (FLCPS) will be soliciting for 2 different Laboratory Blood Testing Reagents to maintain medical diagnostic efforts in support of US Naval Hospital (USNH) Okinawa, Japan. Anticipating contract award with a base year, and 3 one-year options. It is anticipated that the solicitation will be posted to the NECO website as a Sole Source Manufacturer on or about August 20, 2012 with proposals due on or about September 20, 2012. Reagent Kits to test for West Nile Virus “ 6,000 Kits total for the year estimated. Reagent Kits to test for HIV-1 and Hepatitis C Virus and Hepatitis B Virus “ 7,200 Kits total for the year. 4 Direct Drop shipments to USNH in Okinawa, Japan in accordance with specifications to be provided in the solicitation. The acquisition is anticipated to be negotiated on a sole source basis, with GEN-PROBE, INC, per FAR 6.302. A Firm-Fixed Price, Supply type contract will be awarded in accordance with FAR parts 12 and 15, Commercial Acquisition Procedures. Destination information is determined to be FOB Destination Direct Shipment to (USNH) Okinawa, Japan. Specific shipping instructions and address will be listed in the solicitation. Delivery is 4 times per year, specified dates listed in the solicitation. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. All responsible sources may submit a proposal which shall be considered by FISCPS. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Electronic submission of proposals/quotes is not available at this time.
