Description
This announcement is being amended to clarify that the associated North American Industrial Classification System (NAICS) code is 532420 with a size standard of $25 million. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate with GSA Schedule holder contractors for the open market items in combination with a GSA buy for maintenance of mail metering equipment and purchase of electronic weighing scales. It is the FBI's intent to obtain maintenance service and scales on an open market basis through a GSA schedule holder in order to provide continuity of services with the purchase of mailing processing machines and rental of postage meters and related mailing equipment. The FBI has a need to replace all existing mailing equipment Bureau-wide and intends to utilize GSA Schedule 36, "The Office, Imaging, and Document Solution", Special Item Numbers 50-163, 50-205, and C733-2 for this procurement action. All services, equipment, postage meters, supplies, etc., shall meet USPS regulations and be in full compliance with all regulations described in the most current issue of the USPS Domestic Mail Manual. Only through authorized providers shall the contractor be able to provide the services, postage meters and equipment. Postage meters that are provided by authorized vendors are designed and built differently to fit their own equipment. Therefore, it is imperative that the company to rent and maintain the postage meters must also be of the same company that will provide mail metering equipment. Some mailing locations will require the ability to track and report postage accounting information for numerous accounts, or "sub-departments," which share the mail metering equipment at the locations. Postage accounting system shall be capable of providing services to include, but are not limited to compiling information pieces processed by class or carrier for each account; compile and retrievable for a minimum of 100 separate accounts or sub-departments; store information for a minimum of one month or one month's activity; shall include a printer that is designed to interact with the accounting system and print reports onto paper. Based on the market research conducted, it has been determined that both open market and schedule items can be obtained by a GSA Schedule 36 contractor holder. In an effort to prevent the risk of voiding the manufacturer's warranty and rental plan agreement, the Government has determined that it would be more advantageous to award to a single contractor for all services required. The contract term will be for a base year with four one year options. The associated North American Industrial Classification System (NAICS) code for this procurement is 532420 with a size standard of $25 million. The Request for Quote (RFQ) #2122120070 will be accessible for release on 8/20/12 through e-Buy, GSA's electronic RFQ system at www.ebuy.gsa.gov. Questions via e-Buy are due no later than 8/28/12 and RFQ shall close on 9/14/12. This is a notice of intent and not a request for competitive proposals. Interested parties able to provide required services are invited to identify their interest and ability to meet this requirement by submitting a quote via GSA ebuy. All other concern parties may submit a capability statement and pricing information for the requirement within 6 calendar days of this publication of this notice, to be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a separate competitive procurement.
