- NASAs Goddard Space Flight Center (GSFC) has a requirement for continued support of the Microwave Limb Sounder (MLS) project. MLS is one of the instruments on NASAs Aura satellite, providing daily global measurements of ozone and other constituents important to ozone and to climate from the upper troposphere throughout the stratosphere and mesosphere. The contract will support provision of meteorological products that are useful for analysis of the MLS measurements, as well as evaluation and analysis of the MLS data in relation to meteorological conditions to the MLS team and the larger scientific community. NASAs GSFC intends to negotiate a non-competitive contract with Northwest Research Associates (NWRA) in accordance with 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only One Responsible Source. This contractor will ensure the maintainability of essential research and development capability for NASAs Aura MLS project. NWRA is uniquely qualified to perform the evaluation, inspection and analysis of meteorological products used by the MLS team for production of data products and scientific applications. This contractor is also uniquely qualified to contribute to the testing of MLS algorithms and ongoing validation of one of the MLS data products (nitric acid). Since these activities are essential to the success of the Aura MLS project, they must be performed by an entity with proven expertise in evaluating, inspecting and analyzing meteorological products and data in relation to meteorological conditions; dynamics and transport in the upper troposphere/lower stratosphere (UTLS) through the upper stratosphere/lower mesosphere (USLM) processing; and satellite and airborne data useful in the specified discipline. The entity must also have internationally recognized capabilities for developing and operating a science data archive and distribution center. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, 10 pages or less, indicating the ability to perform all aspects of this effort via email to Russellyn.Hart-1@nasa.gov not later than 3:00 p.m. local time (EST) on September 19, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
