Description
Responses to Questions The purpose of this Modification/Amendment is to post responses to questions and extend the deadline to 24 August 2012 at 1700 EST. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (HM0176-12-T-0015) is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60. The National Geospatial-Intelligence Agency (NGA) has a requirement for Natural-ABS Plus Model Cartridge part # 340-21200 (10 EA), Brilliant White-ABS Plus Model Cartridge part # 340-21201 (100 EA), 1200/1200es Plastic Modeling Bases part # 340-00300 (5 EA), and Shipping Cost. All items associated with this solicitation are Name Brand. This requirement is being set aside for small businesses and competed solely through the Government Point of Entry (www.fbo.gov). The associated NAICS code is 423430 (Computer and Computer Peripheral Equipment and Software Merchant Wholesalers). The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via the attached documentation. Offerors must sign into the FBO website to view the attachment. All vendors interested in submitting a quote for consideration should do so, prior to the solicitation closing date 24 August 2012 at 1700 EST, via E-MAIL ONLY to the point of contact listed in this solicitation. Quotes not submitted via e-mail will NOT be evaluated. All submissions should be in accordance with the stipulations set forth as such: 1. Quotes from Other than a Small Business (OSB) shall not be considered. 2. Quotes shall be based upon open market pricing. 3. Award shall be made to the offeror that submits the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) quote. Bidders must address each item in their quote that was addressed in the solicitation in order to be considered technically acceptable. If two or more quotes are equal in all respects, the government will choose a winner in accordance with FAR Part 14.408-6. 4. Submissions should not contain attachments greater than 3MB in size. 5. All items shall be delivered in accordance with the following: i) FOB: Destination ii) Delivery Date: 30 days after award iii) Delivery Address: Thomas Ernestine CIA HQ, OHB 1000 Colonial Farms Rd Rm. GG19 McLean VA 22101 iv) Contractor must provide an affirmative statement of their ability to meet the delivery requirement of 30 days after contract award. 6. All questions shall be submitted by EMAIL ONLY, directed to Contract Specialist Cleveland M. Lazenby III at cleveland.m.lazenby@nga.mil. The submission deadline for questions is 15 August 2012 by 5:00 pm (Eastern Time). All questions and answers will be posted on the FBO website to provide equal access to information for all potential offerors. 7. All contractors shall be registered in the System for Award Management (SAM) (https://sam.gov/) database prior to any contract award. Lack of registration in SAM will make an offeror ineligible for award. 8. All vendors must propose the NAICS code specified in the solicitation (423430). Those who submit a quote not in accordance with the NAICS code will be eliminated from the competition. 9. All items quoted must be new. Refurbished items will NOT be accepted.
