- This synopsis is posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Description. The Government intends to purchase, on a sole source basis in accord with FAR 6.302-1, a perpetual right-to-use license (license will continue to function at the version the maintenance subscription is paid up to) for modeling and simulation software proprietary to EM Software & Systems (USA), Hampton, VA 23666. The required commercial item is quantity one of the following software: upgrade to Gold Parallel, 16 CPU Node Locked License, from an existing FEKO Gold (64 bit) Sequential Node Locked License (License # 6290). This purchase includes a subscription to software updates and user support until 31 July 2013. Product media shall be available for download and updated license file shall be delivered electronically. FOB Destination to NSWCDD within one week of receipt of order/contract. No other software will satisfy this requirement because the FEKO software suite is the only product available to comprehensively satisfy the needs of the customer: the suite provides (a) a variety of boundary element codes, including the Method of Moments, Multi-Level Fast Multipole Method, and the Physical Optics based methods, (b) dielectric material via the Finite Element Method and Surface Equivalence Principle, (c) the effects of real ground using Sommerfeld Integrals or through Reflection Coefficient Approximation methods, and (d) Parasolid CAD import. The Government will consider statements, from all responsible sources, which clearly evidence capability to provide the required proprietary items within the required delivery schedule. Capability statements must be submitted via email to DLGR_NSWC_XDS13@navy.mil, must be received NLT 6 days after publication date of this notice, and must reference Quotation Number N00178-12-Q-4658. All responsible sources may submit a quote, however, quotations that are not accompanied by a capability statement that evidences the ability to deliver the items specified herein will not be considered for award. Award is to be made under Simplified Acquisition (FAR Part 13) and Commercial Items (FAR Part 12) Procedures. The Government will not issue a written solicitation as all items are specified in this notice. Closing time and date is 6 days after publication of this notice.
