- AMENDMENT NOTICE: Response time has been extended. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is issuing this Request of Proposal (RFP) for Remediation service to extract and decontaminate illegal contraband/narcotics from within hazardous waste materials found in commercial transportation vehicles at Border Patrol Checkpoints in the South Texas area. CBP intends to award a single award, fixed-price, indefinite delivery indefinite quantity (IDIQ) contract for Base Period (6 months) and four 12-month Option Periods. The IDIQ contract quantity minimum and maximum are stated on the attached RFP and CLIN Pricing (Attachment 1). Refer to attachments for complete Statement of Work details, CLIN Pricing Template, Provisions and Clauses, and Dept. of Labor Wage Determinations. This solicitation is a total Small-Business Set-Aside. The North American Industry Classification System (NAICS) code is 5692910. The size standard for this NAICS codes is 500 employees. Award will be made to the offeror whose proposal responding to the solicitation represents the best value to the government. All prospective offerors must be registered in the Central Contractor Registry (CCR) prior to award of the contract. Registration may be accomplished at www.ccr.gov or http://www.sam.gov in accordance with FAR 52.204-7, and must complete electronic representations and certifications at the ORCA database located at http://orca.bpn.gov. Submission Instructions: 1. Offerors must submit their proposal in accordance with the attached Statement of Work, and applicable clauses, on their company letterhead, with pricing on Attachment 1 - CLIN Pricing for the Base period and each Option Year period. 2. Provide DUNS number, and Tax ID number. 3. Provide proof of applicable certifications and/or licenses to handle and dispose hazardous materials in the state of Texas; OSHA; U.S. Federal Motor Carrier Safety Administration Standards and U.S. Department of Transportation regulations. Responses to this RFQ are due on Monday, August 20, 2012, at 5:00 pm, Central Time. Proposals shall be submitted via email to the Contract Specialist, Susan Gonzalez at: susan.gonzalez@dhs.gov. Questions shall be submitted via email to the Contract Specialist prior to the close of this RFP.
