Description
This modification to a previous synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative site in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). NAVSEA intends to issue a task/delivery order under the submarine repair basic ordering agreement N00024-10-G-4304 with General Dynamics, Electric Boat Corporation (EB) of Groton, Connecticut in accordance with FAR Subpart 6.302-1 to perform initial planning in support of the dry dock selected restricted availability (DSRA) for USS PROVIDENCE (SSN 719) impacted by the USS MIAMI (SSN 755) fire in addition to the advance planning previously synopsized for potential repair of the fire damage to the USS MIAMI (SSN 755). The work will be performed at Portsmouth Naval Shipyard, Portsmouth, New Hampshire. The modification to the previous synopsis is for initial planning for the USS PROVIDENCE (SSN 719) DSRA which includes, but is not limited to: trade work document development and issue, risk assessments, audit plans, design studies, documentation, reports, engineering, procurement, logistics, ship checks, meetings, fabrication and preliminary shipyard work services, alteration installation team and customer contracted team coordination and integration, as well as identification and purchase of long lead time material. The work will be sole sourced to EB in accordance with FAR Subpart 6.302-1. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This solicitation is modified to include initial planning for the USS PROVIDENCE (SSN 719) DSRA. This modification to a previous notice is neither a request for competitive proposals nor a solicitation for offers. A determination by NAVSEA not to compete this additional requirement based on responses to this modification to a previous notice is solely within the discretion of NAVSEA. See Numbered Note 22.
