Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), and the Atlantic Oceanographic and Meteorological Laboratory (AOML) is awarding a purchase order for the purchase of one each 6.2 Pressure Inverted Echo Sounder (PIES). The PIES is a complex oceanographic instrument that will be used to make long term, in situ, measurements of the thermal properties of the ocean. Barotropic pressure variations may be measured with the sensor. When configured with a current meter (CPIES), it also measures horizontal current velocity (i.e. speed and direction) at a single point up to 50 meters above the sea floor. The instrument is deployed from a ship at the site of interest where it sinks to the bottom of the ocean and must remain there for periods of up to five (5) years while it acquires and logs the data. While on ocean bottom, the C/PIES periodically transmits an acoustic pulse, which travels from the bottom of the ocean to the surface and then back to the bottom where it is detected by the instrument. The time it takes for this acoustic pulse to return to the instrument is very accurately measured and stored in the onboard memory for later analysis. The travel time is a strong function of the tides, currents, and thermal structure in the water above the instrument and much can be inferred about the processes going on in the ocean from these data. NOAA/AMOL has acquired several of these instruments in recent years from the University of Rhode Island (URI) and plans to acquire one additional system. The URI is the only known manufacturer of these systems and is the only contractor that has the extensive knowledge and experience required to build field proven CPIES'. NOAA/AMOL has acquired all the supporting equipment needed to prepare, troubleshoot, maintain, operate, and communicate with the URI CPIES. A sources sought notice was posted on the FBO under NRMAD0001202746KLC on August 1, 2012 for a 10-day posting that resulted in no responses to the notice.
