- SF1449 - Request for Quotation This is a COMBINED SYNOPSIS/SOLICITATION for commercial items, prepared in accordance with the information in FAR subpart 12.6, using Simplified Acquisitions Procedures for commercial items found at FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is EE133F-12-RQ-1160. This is a 100% Small Business set-aside in accordance with FAR 6.203. The closing date is September 7, 2012 @ 10:00 AM EST. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-60 dated July 26, 2012 The deadline for contractor questions is September 5, 2012 4:00 PM EST. Questions received after this date will not be considered. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: http://farsite.hill.af.mil/. The NAICS Code for this acquisition is 561421; Size: 7.0M. The Department of Commerce,National Marine Fisheries Service requests responses from qualified sources capable of providing the following services for 12-Month Base with 1 Option Year. The requirement is for After-Hours Answering Services for the Pre-Trip Notification System (PTNS). In order to be considered for award, all vendors shall submit a completed SF 1449. Vendors shall provide three (3) references with the completed SF1449, addressing that you have provided the same or similar service in the last 3 years. The references provided must include detailed contact information. Technical capability and past performance, when combined, are significant evaluation factors that will be used to arrive at a best value award decision. Technical capability and past performance are considered more important than price. Proposals/quotations that do not include sufficient technical and past performance information will be considered non-responsive and will not be considered further for award. All quotations must be submitted electronically via Email or fax, and be received not later than 10:00 AM Eastern Standard Time, on September 7, 2102 in order to be considered for an award. Any questions or concerns regarding this solicitation must be submitted in writing via e-mail to: susan.henderson@noaa.gov. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the System for Award Management (SAM) to be considered for an award of a Federal Contract. For information regarding registration in SAM, contact the SAM website at www.sam.gov. Additionally, each offeror must obtain, and provide with the quote, their nine-digit Dun and Bradstreet (DUNS) number.
