Description
Statement of Work for Environmental Services (August 2012) Solicitation 6HQOIG-12-A-0011 Postal Service Form 8203 The U.S. Postal Service (USPS) Office of Inspector General (OIG) intends to award an indefinite quantity contract to a qualified supplier with specific subject matter expertise in areas such as environmental services, sampling/analysis, Indoor Air Quality (IAQ), asbestos, lead paint, and mold. The purpose of this contract is to provide quick environmental/safety analysis services in normal and emergency situations. The attached solicitation describes the work to be performed, states the terms and conditions that will apply to any agreement that is awarded, provides instructions for preparing and submitting proposals, and the evaluation criteria used for contract award determination. The proposal must contain the following: Technical Proposal - The Technical Proposal must describe how the offeror will accomplish the requirements as detailed in the Statement of Work (SOW). The technical proposal may also include an Executive Summary that indicates the offeror's understanding of the scope of the solicitation and that presents a brief overall introduction to the entire proposal. The Technical Proposal should address the evaluation factors outlined in the SOW. Business (Price) Proposal - The Business Proposal must be submitted as a separate email/fax attachment. The Price Proposal should contain a narrative description about the supplier's pricing methodology. The requirements for this solicitation are outlined in the Statement of Work. Failure to comply with the requirements will be cause for disqualification. Along with the Technical and Price proposals, please complete the following documents: a) PS Form 8203 [Blocks 14 and 16; and Blocks 27 (a-c)] b) Provision 4-3, Representations and Certifications Questions regarding this solicitation must be emailed to Sharron Greene no later than Friday, August 31, 2012, by 3:00 PM Eastern (email only: sgreene@uspsoig.gov); Subject Line: USPS OIG Solicitation 6HQOIG-12-A-0011. Final proposal submission must be received by 3:00 PM Eastern on Friday, September 14, 2012. The USPS OIG will not pay expenses related to the preparation of proposals. Anticipated award: No later than Monday, September 24, 2012. Thank you in advance for your interest in our requirement.
