Description
The United States Geological Survey (USGS), Geology, Minerals, Energy, and Geophysics Science Center has a requirement for an eddy covariance system, and the Office of Grants and Acquisition - Sacramento Branch, plans to award the requirement on a sole source basis under the provisions in FAR 13.106-1(b) to LI-COR, Inc., Lincoln, NE. The USGS requires this equipment for the automated and continuous measurement of hydrothermal CO2 and heat fluxes over large land areas in both volcanic and non-volcanic terrains. These capabilities allow the USGS to monitor the impact of geothermal development on regional hydrology, the influence of surface gas loss on reservoir heat and gas budgets, and the intrusion of gas-rich magma at depth in areas of volcanic hazard. Continual time series of eddy covariance gas and heat fluxes can also be integrated with other high-frequency geophysical measurements to better constrain the causes of any observed changes in hydrothermal systems. The requirement is to acquire an eddy covariance system that (1) as an off-the-shelf product, fully provides and integrates all system sensors, internal wiring, external cabling, and data collection and post-processing software; and, (2) includes as a core sensor of the system the LI-7500A open path CO2/H2O gas analyzer. The LI-COR eddy covariance system is the only known currently available eddy covariance system that is a complete commercially available, fully-integrated and off-the-shelf system. Various components of a system can be purchased individually; however, integrating, testing, and deploying a compiled assemblage of individual components into a system is problematic and expensive. Such a system includes: (1) An open-path, high frequency response gas analyzer (LI-7500A) and a sonic anemometer that collect the data fundamental to the raw CO2 and heat flux calculations. Critically, the LI-7500A is the most widely used open path CO2/H2O gas analyzer in the world and is the standard used by the eddy covariance research community. It has a history of proven, successful deployments in a wide range of research applications, including volcano and geothermal research. LI-COR Inc. is the sole manufacturer and distributor of the LI-7500A. (2) Atmospheric radiation, temperature, pressure, precipitation, and humidity and soil temperature, moisture, and heat flux sensors required to make corrections to eddy covariance fluxes and interpret variations in these fluxes. (3) Data loggers for collection of data from the eddy covariance and meteorological sensor sets. (4) Factory internal wiring and pre-made external cables to integrate the system. (5) Software that is optimized for collection and post-processing of data collected by the system sensors. No other source of an existing, fully integrated system comprising the full capabilities described above is known. No solicitation will be issued for this requirement. Interested parties should submit a capabilities statement to the Buyer listed below no later than 8/30/2012. Estimated award date: 8/31/2012.
