- List of Contract Line Items (CLINs 0001-0004)/Bid Sheet Technical Evaluation Criteria This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-12-Q-80077 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60, effective July 26, 2012. The NAICS Code is 541990; the Small Business size standard is 1,000 Employees. The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is supporting the Federal Aviation Administration (FAA) with its Terminal Area Forecast Modernization (TAF-M) enhancing the Volpe Center's and the FAA's capabilities to make a focused emissions analysis for the United States (U.S.). The Volpe Center is seeking to acquire technical support required to meet the Volpe Center's TAF-M objectives as described in the Statement of Work (SOW) below. STATEMENT OF WORK (Begin) FAA Terminal Area Forecast Modernization (TAF-M) Support Background The Volpe National Transportation Systems Center (Volpe Center) is the lead developer of the FAA Aviation environmental Portfolio Management Tool (APMT). To support Next Generation Air Transportation System (NextGen) analyses, the Volpe Center has determined that the APMT Economics Module (APMT-E) will need to have the capacity to shift from the existing global route-group level to a U.S. domestic city-pair level, as well as process demand-based input from the FAA's Terminal Area Forecast (TAF) to generate future year operations in the Volpe Center's frequent analyses for FAA and the International Civil Aviation Organization (ICAO) Committee for Aviation Environmental Protection (CAEP). The work contained within this Statement of Work (SOW) will make possible a TAF Modernization (TAF-M) enhancing the Volpe Center's and the FAA's capabilities to make a focused emissions analysis for the U.S. The purpose of this statement of work is to provide context for the technical support required to meet the Volpe Center's TAF-M objectives: • Building relational tables and other data manipulations to address analysis requirements for the Volpe Center to support FAA and ICAO/CAEP • Maintenance and preservation of forecast audit trails • Development of additional international passenger flow and operations forecasts • Development of manual adjustment module Description/Technical Approach The contractor shall support TAF-M under the following tasks: Task 1: Building relational tables and other data manipulations for analysis requirements In support of Volpe Center TAF-M analysis requirements, the contractor will build various relational tables and standardized reports to address the requirements of Volpe Center and FAA analysts. These reports and relational tables are valuable in assisting Volpe Center and FAA analysts and other analysts to use TAF-M data and TAF-M forecast results. Under this task the contractor shall: a. Develop additional relational database tables and standardized reports that can be used for analysis of TAF-M data and forecast results. The required format is MS Excel, MS Word*. b. Define the specific needs for additional data and analytical tables needed for specific types of analysis. The required format is MS Word*. c. Iterate with the Volpe Center, FAA-APO, ICAO/CAEP, and other analysts on specific areas for further investigation and develop databases and standardized reports that support NextGen trends analyses. The required format is MS Excel, MS Word*. Work Details: - Identify the necessary relational database tables and standardized reports. - Develop the necessary relational databases and standardized reports. Deliverables: • Requirements report documenting the required database tables and standardized reports that will need to be developed. • Fully tested new TAF-M database tables and standardized forecast reports. These tables and forms need to be incorporated within the structure of the TAF-M model and available automatically for each forecast run. • Report on additional desirable areas of investigation in support of NextGen analyses and developed database related to this report. Schedule: • Requirements Report: Due 10/31/2012 • TAF-M database tables and standardized forecast reports: Due 12/31/2012 • Report on proposed NextGen analyses requirements and analysis databases: Ongoing through 12/31/2013 Task 2: Maintenance and preservation of forecast audit trails The TAF-M is planned to replace the Terminal Area Forecast system as the official forecast of aviation activity at airports contained in the National Plan of Integrated Air Service (NPIAS). One of the key elements of any forecast system is the ability to maintain and preserve results from prior forecasts. This effort will address this issue. Under this task the contractor shall: a. Identify and develop a process for creating, maintaining and preserving audit trails for quarterly forecasts. These audit trails will be used to evaluate the performance of the TAF-M forecasting capabilities over the year. The required format is MS Word*. b. Identify and develop a process and a framework to be put in place in order to evaluate and record the performance of the external forecasts as well. The required format is MS Word*. Work Details: - Identify the necessary metrics upon which TAF-M performance will be evaluated and reported. - Identify the necessary metrics upon which external drivers/forecasts performance will be evaluated and reported. - Once the necessary metrics have been identified, develop the process for creating, maintaining and preserving the audit trails for quarterly forecasts. - Develop a process for creating, maintaining, and evaluating the performance of the external drivers/forecasts. Deliverables: • Technical report documenting necessary metrics for monitoring the TAF-M performance and their implementation and use in the TAF-M database. • Technical report documenting necessary metrics for monitoring the external driver/forecast performance and their implementation and use in the TAF-M database. Schedule: • TAF-M performance technical report: due date 9/30/2013 • External forecast performance technical report: due date 12/31/2013 Task 3: Development of additional international passenger flow and operations forecasts The TAF-M is planned to replace the Terminal Area Forecast system as the official forecast of aviation activity at airports contained in the National Plan of Integrated Air Service (NPIAS). As part of the plan to replace the TAF, the TAF-M needs to incorporate forecasts of international passengers and operations at NPIAS airports. Currently, FAA is developing these forecasts. However, work is needed to incorporate these forecasts into the TAF-M, and the format for the addition of this data to the TAF-M needs to be finalized in coordination with the Volpe Center and FAA. Under this task the contractor shall: a. Identify, develop, and document the necessary routines and processes to incorporate output from FAA's international passenger and operations forecasts at NPJAS airports. The required format is MS Word*. b. Identify and develop necessary databases and data tables incorporating output from FAA's international passenger and operations forecasts at NPIAS airports. The required format is MS Excel*. Work Details: - Define the required format for the international forecast data. - Develop necessary databases and data tables to incorporate output from FAA's international passenger and operations forecasts at NPIAS airports. Deliverables: • Technical report defining database requirements for the international forecasting component of TAF-M. • TAF-M international forecast databases and data tables. Schedule: • Technical Report on international database requirements: Due date 7/31/2013 • TAF-M international databases and tables: Due date 12/31/2013 Task 4: Development of manual adjustment module (optional task) As part of the plan to replace the TAF, the TAF-M needs to have capability to incorporate manual adjustments to automated forecast output. Work is needed to incorporate this capability into a module that is part of the TAF-M. This effort will address this issue, contingent upon availability of funds. It is expected that this task will be funded in November 2012, with notification of funding going to the contractor 30 days ahead of option exercise. If funded, under this task, the contractor shall: a. Identify, develop, and document the necessary routines and processes to incorporate manual adjustments to automated forecast output from the TAF-M suite of forecast modules. The required format is MS Word*. Work Details: - Identify the necessary processes to incorporate manual adjustments to automated forecast output from the TAF-M suite of forecast modules. - Develop the necessary algorithms and routines to incorporate manual adjustments to automated forecast output from the TAF-M suite of forecast modules. Deliverables: • Technical report defining requirements for manual adjustments to automated forecast output from TAF-M suite of forecast modules. The required format is MS Word*. • Fully tested manual adjustment module incorporating necessary processes and routines into the TAF-M structure. The required format is CD-ROM**. Schedule: • Technical Report on manual adjustment requirements: Due date 12/31/2012 • Fully functioning manual adjustment module in TAF-M structure: Due date 6/30/2013 *All electronic deliverables will be emailed to the Volpe Center project manager and contracting officer's technical representative (COTR). **All CD-ROM deliverables will be mailed to the Volpe Center at: 55 Broadway, Cambridge, MA, 02142 Statement of Work (End) The Government intends to award one (1) purchase order on a Labor Hour basis as a result of this RFQ. This RFQ is expected to result in a single purchase order award, subject to receipt of an acceptable quotation. An award will be made to the source whose quotation, conforming to the solicitation and the SOW, is determined to offer the best value to the Government in terms of 1) technical understanding; and 2) the lowest proposed price. The Offeror shall provide pricing for the Contract Line Items (CLINs) 0001 - 0004 in accordance with Attachment No. 1 INSTRUCTIONS TO OFFERORS: The quote should be addressed to the following: U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen Marino, RVP-32, 55 Broadway, Cambridge, MA 02142.
