Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This RFQ (Solicitation Number P12PS21494) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. (iii) This solicitation is unrestricted, NAICS 562111, Solid Waste Collection, with a small business size standard of $12.5 Million. The National Park Service encourages the participation of small, economically-disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price contract, with Options to the responsible offeror whose total offer represents the lowest price for the Government. Gateway National Recreation Area - Manhattan Sites, New York, NY has a requirement for a waste and recyclable materials collection form Park locations; Federal Hall National Memorial and Hamilton Grange National Memorial for a period of six (6) months, beginning 1 October 2012 through 31 March 2013. The Government will include four Option Periods of one (1) year each following this twelve (12) month base period for waste and recyclable materials collection system services. (v) The work requirements to be performed by the Waste Collections Services include the following: STATEMENT OF WORK WASTE REMOVAL & RECYCLING SERVICES FOR FEDERAL HALL AND HAMILITON GRANGE NATIONAL MEMORIAL I. PARK LOCATIONS. 1. Federal Hall National Memorial 26 Wall Street New York, N.Y., 10005 PH: 212-825-6889 FAX: 212-668-2777 2. Hamilton Grange National Memorial 414 West 141 Street New York, NY 10031 PH: 646-548-2310 FAX: 646-548-9366 Background: Federal Hall is approximately 45,000 Square Feet; the building has a total of six (6) floors, including three (3) Floors of public space and three (3) floors of non public space. Located on the corner of Wall and Broad Streets, Federal Hall was the meeting place of the first United States Congress and the Site where George Washington took his oath of office as the first President of the United States on April 30, 1789. The present building served for many years as the U.S. Customs House and later to become the New-York Sub Treasury. The building is currently a museum open to the public, it also houses administrative personnel. Hamilton Grange National Memorial was the only house known to be owned by Alexander Hamilton. It is a three (3) level wood framed house consisting of two floors of public space, one floor of offices and a basement for mechanical systems with a total of approximately 7,500 sq. feet. Built in 1802 Hamilton called it his sweet project. The home was originally built in a very dense wooded area in upper Manhattan. The area became inhabited years later and the house was moved out of the way to accommodate the city's street grid planed for Harlem. Hamilton lived there only for two years when he was shot by Aaron Burr in a duel and died in 1804. His wife went on to live in the house for over thirty years. II.PERIOD OF CONTRACT The contract shall be for an initial period of 6 months, from October 01, 2012 to March 31, 2013. Contract includes options to renew in annual increments for up to four (4) successive one-year increments 04/01/13-03/31/14, 04/01/14-03/31/15, 04/01/15-03/31/16 and 04/01/16-03/31/17) at the National Park Service's discretion. SCOPE OF WORK FOR FEDERAL HALL AND HAMILTON GRANGE NATIONAL MEMORIAL. The scope of work is to remove waste and recyclable materials from each site in the manner requested below, all waste will be a mixed recycling of paper and plastic placed in a black trash bag and placed curbside this will be done in accordance with New York City laws. Tasks: 1.Remove all waste and recyclable's from Federal Hall on the following days of the week. (Monday, Tuesday, Wednesday and, Thursday). All waste is stored in a two yard dumpster located on the northeast end of Federal Hall. 2.Waste and recyclable days for Hamilton Grange are as follows. (Monday and Friday) All trash bags will be curbside for pickup and will be in four to six trash bags per day. Specifics: Call site supervisors Mr. Corey Noel at 212-825-6872 or Mr. Hector Fonseca at 212-825-6889 three days before arriving at Castle Clinton and African Burial Ground to perform duties. All waste to be disposed of properly in accordance with NYC EPA, and U.S EPA regulations. (i) LOCATION: Federal Hall National Memorial and Hamilton Grange National Memorial, New York, NY (ii) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted per month, after successful performance and acceptance. (iii) SCHEDULE: The actual time frame of accomplishing the project should take six (6) months) months. There are four (4) Option) Option Periods of one year each following this base period for continued dumpster rental and disposal services. (iv) DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Quote provided on attached bid schedule. 2.Provide a minimum of three (3) references with the names, addresses, email addresses and telephone numbers of contacts. Past performance on contracts with the Federal Government, other public agencies, or private organizations will be considered. 3.Name, phone number, and address of your point of contact. (v) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
