- Notice of Intent to Award Sole Source Contract. Army Contracting Command - National Capital Region (ACC-NCR), on behalf of Naval Air Systems Command (NAVAIR) AIR 6.8 Corporate Business Office (CBO), intends to award a Sole Source Contract to General Dynamics Information Technology (GDIT). The contract will be awarded under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS Code for this award will be NAICS Code 541519 - Other Computer Related Services. The intended period of performance is a base period of 2-months and one (1) option period of 1-months. * Restricted to the following source: General Dynamics Information Technology * Description of work: Naval Air Systems Command (NAVAIR) 6.8 Corporate Business Office (CBO) on behalf of the Department of Defense (DOD) has the requirement for a new Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Information Technology (IT) Support Services for a limited period of time as new requirement contracts are finalized and awarded. Five separate task orders will be issued under this IDIQ for the various programs which require continuing services. (see Attached PWS's for the IDIQ as well as all 5 Task orders.) *Period of Performance: Base: 01 September 2012 - 31 October 2012, Option: 01 November 2012 - 30 November 2012. * Specific characteristics of the service that limit competition: Under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, full and open competition is not in the government's best interest. FAR 6.302-1(a)(2)(iii) allows for "follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements." (See 10 U.S.C. 2304(d)(1)(B).) * Interested parties are required to submit a capabilities statement outlining the company/team's ability to fulfill all of the requirements as detailed in the attached documents. Capabilities statements shall not exceed 20 pages, and must be submitted on or before 5:00 p.m., Eastern Time, Wednesday, August 29, 2012 to the attention of Shannon Welch, contract specialist. Information may be sent via e-mail to shannon.n.welch.civ@mail.mil. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No telephone requests will be accepted/honored. No award will be made on the basis of quotes or offers received in response to this notice. Capabilities statements will be considered and the contracting officer will make the determination whether or not competition is in the best interest of the government. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided.
