- Attachment D: Past Performance Questionnaire Attachment C: Price Schedule Attachment B: Statement of Work Attachment A: Terms and Conditions This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is HSBP1012Q0150 and is being issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) code for this procurement is 812930 with a small business size standard of $35.5M. This requirement is a small business set-aside and only qualified offerors may submit quotes. The contractor shall support U.S. Customs and Border Protection, Laredo Border Patrol Sector Headquarters; in providing parking spaces within a one mile (1) mile commuting distance from 207 Del Mar Boulevard, Laredo, TX 78041. See Attachment B, Statement of Work (SOW); for additional requirements. U.S. Customs and Border Protection requires the following services, Meet or Exceed, to the following: CLIN 001, Base Period - Fiscal Year 2012 (PoP: 12 months after the receipt of order) Rental of 110 Parking Spaces for Laredo Border Patrol Sector Headquarters (See the solicitation package) CLIN 002, Option Period 1 - Fiscal Year 2013 (PoP: TBD) Rental of 110 Parking Spaces for Laredo Border Patrol Sector Headquarters (See the solicitation package) The solicitation package includes the following documents: Attachment A: Solicitation Terms and Conditions Attachment B: Statement of Work Attachment C: Pricing Schedule Attachment D: Past Performance Questionnaire. QUOTATION INSTRUCTIONS: All quotes shall be due by 04:00 PM Eastern Daylight Time on September 04, 2012, electronically via e-mail. b. Each quote submission shall consist of the following: 1. Attachment C: Pricing schedule 2. Attachment D: Past Performance Questionnaire 3. Technical Proposal- the technical proposal shall convey the vendors approach to meeting Border Patrol's requirement. CCR Requirement Offerors must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in SAM, it may do so through the SAM website at http://www.SAM.gov. Award Evaluation Criteria An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is Lowest Price Technically Acceptable (LPTA). An offeror is technically acceptable if its technical capabilities are entirely conforming to the Government's statement of work.
