- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. CALEXICO STATION : NEW RADIOS SCOPE OF NEED NEW RVSS (5) EA. RADIOS. The existing radios at the CAX station supporting the RVSS operations do not have features compatible with the new RVSS and Control Room systems. This supplier shall provide (5) new Radios to make the system fully operational and integrate with the existing Motorola Motobridge system, trunking system infrastructure and associated operating equipment. The new Radios will provide multi-channel radio operations allowing the users to gain the full features of the integrated system. This contract is for equipment, no installation is required. RADIO PERFORMANCE SPECIFICATIONS. Radios shall be Motorola ASTRO XTL5000 consolette L20KSS9PW1AN or equal and shall be capable of operating with RF power of 10-50W and within a VHF frequency range 136-174 MHz. These radio shall be compatible with the modulation C4FM of QPSK-C family and have 4-Level frequency modulation and quadrature phase shift keying The protocol shall be project 25-CAI and include 4.4 kbps IMBE, 2.8 kbs error correction coding, and 2.4 kbps embedded signaling and meet or exceed military standards 810, C,D,E &F. VOICE CODER. Voice Coding Method required is a IMBE (CAI) Improved Multi Band Excitation (IMBE) and include Frame Re-sync Interval of 180 mSec (Clear Digital Mode) utilizing a Forward Error Correction Golay code and APCO Project 25 (IMBE) code book structure. The Error Mitigation Project 25-CAI (IMBE) shall be Dual Level and operate per the following requirements: - Level 1: Extrapolates and replaces 20 mSec voice frames that exceed the error correction algorithm tolerance. - Level 2: Progressive muting of 20 mSec voice frames that are too severely damaged for level 1 replacement. SIGNALING. Signaling Rate shall be 9.6 kbps with a Digital ID Capacity of 10,000,000 Conventional / 48,000 Trunking. The Error Correction Techniques shall utilize Golay, BCH, and Reed-Solomon codes. Data Access Control Slotted CSMA: Utilizes infrastructure-sourced data status bits embedded in both voice and data transmissions. The new radios shall meet the following: - VHF Frequency; 136-174 MHz - RF Power; 10-50W or 25-110W - Max Freq Separation; Full Bandsplit - Freq Stability Operating Freq Accuracy (-30 C to +60 C;+25 C Ref) - 700/800 & UHF ( 2 ppm (-30 C to +60 C) - VHF; 2 ppm - Modulation Limiting; -- 25/20 kHz, 25 kHz, 25/30 kHz channel; 5 kHz -- 12.5 kHz channel; 2.5 kHz - Modulation Fidelity (C4FM) 12.5 kHz digital channel; 2.8 kHz - Channel Spacing Analog; 12.5/25/30 kHz - FM Hum and Noise; -- 20/25 kHz, 25 kHz; 45 dB -- 12.5 kHz;40 dB - Emissions (GNSS=Global Navigation Satellite System); -- Conducted; -85 dBc -- Radiated; -20 dBm - Audio Response (6 dB/Octave Pre-emphasis from 300 to 3000 Hz); +1, -3 dB (EIA) - Audio Distortion per EIA; 3% POWER AND BATTERY DRAIN. The new radios shall meet the following: - Operation; 13.8vdc 20% Negative Ground - Standby at 13.8V; 136-174Mhz; 0.85A - Receive at Rate Audio 13.8V; 3.2A - Transmit Current (A) at Rated Power (W); 136-174Mhz (10-50W); 13A (50W), 8A (15W) FCC TYPE ACCEPTANCE ID. The radio Output Transmitter and Band Power Number is AZ492FT3806 at 136-174 MHz, 10-50 W ENVIRONMENTAL SPECIFICATIONS. The new radios shall meet the following: - Operating Temperature; -30 C / +60 C - Storage Temperature; -55 C / +85 C - International Protection shall be IP54 certified RECIEVER. The new radios shall meet the following: - Frequency; 136-174 MHz - Channel Spacing; 12.5 / 25 / 30 kHz - Maximum Frequency Separation; Full Bandsplit - Analog Sensitivity as follows: -- 20 dB Quieting: Pre-amp; 0.25 V; Standard; 0.40 V -- 12 dB SINAD per EIA: Pre-amp; 0.20 V; Standard; 0.30 V - Digital Sensitivity as follows; -- 1% BER (12.5 kHz channel): Pre-amp; 0.25 V; Standard; 0.40 V -- 5% BER (12.5 kHz channel): Pre-amp; 0.20 V; Standard; 0.30 V - Intermodulation Distortion: -- Pre-amp; 80dB -- Standard; 85dB - Spurious Response Rejection: -- Pre-amp; 90dB -- Standard; 90dB - Audio Output Power at 3% distortion; 7.5 W (8 ext. speaker) - External/Internal Speaker: 13 W (3.2 ext. speaker) - Adjacent Channel Rejection Selectivity at (12.5 kHz/25 kHz); 75 dB / 82 dB - Audio Response (6 dB/Octave De-emphasis from 300 to 3000 Hz); +1, -3 dB (EIA) RADIO ACCESSORIES. With-in ten (10) calendar days of contract award and prior to ordering any equipment the contractor shall meet/talk with the Government technical POC to develop a mutual understanding of the RVSS system details and become familiar with the interrelationship of the operations and discuss the proposed products and field verify all connections and final equipment operability. DELIVERY. Radios and all accessories shall be delivered with forty-five (45) calendar days from date of submittal approval. Delivery shall be made to the following location/point of contact: Calexico Border Patrol Station, 536 Barbara Worthe Road, Calexico, CA Point of contact to accept delivery: Mr. Mike Urquidi, FM&E Project Manager, 949-360-2441 TESTING AND TRAINING. Upon delivery, the contractor shall perform a minimum of 8 hrs of testing/training to ensure Radios and Accessories are fully operational and end users are familiar with Radio functions. WARRANTY & MANUAL. Upon delivery, the Radios and each Accessory shall have the Manufactures Warranty data sheet and Operations Manual/s.
